State Police Arrest Man for Phony Bond Refund Check Scheme

A man was charged with cashing fake Rockville Superior Court bond refund checks at area banks.

VERNON, CT — A man has been charged in a scheme to cash phony bond refund checks out of Rockville Superior Court at several area banks in 2015, state police said.

James Jefferson, 59, of Hartford, was arrested on a warrant Friday at the courthouse, according to state police.

He was charged with second-degree forgery, second-degree larceny and related conspiracies, according to a warrant. He was held over the weekend on a $50,000 bond and was to appear in court on Monday, according to state police.

A total of 19 forged checks were cashed for $16,900, according to a warrant. The checks had fake court headers, made-up docket numbers and references to bond refunds on them, according to a warrant.

The checks were cashed at various banks in the area, including West Hartford, Newington, Manchester and Wethersfield, according to a warrant.

They were eventually traced to Jefferson, according to a warrant.
