The man is also accused of fighting with police and kicking out a window of a CIT cruiser.

A Hartford man was arrested after allegedly “trying to fight with everyone inside” and being disruptive at the Elbow Room on Farmington Avenue early Saturday morning.

West Hartford police officers were flagged down outside of the restaurant at about 1:30 a.m. on Dec. 27 for the incident. Responding officers located the man, who was later identified as Edward Miller, laying down on the sidewalk in front of the restaurant.
