Windsor Locks Police Arrests Include Sexual Assault, DWI, Threatening

The following information has been provided by the Windsor Locks Police Department and does not indicate convictions:

Matthew Simmons, 45, of no certain address, was arrested Jan. 29 on charges of fourth-degree sexual assault, second-degree unlawful restraint and disorderly conduct.

Rachel Olson, 30, of Sutton Drive, was arrested Feb. 2 on charges of third-degree assault and disorderly conduct.

Asa Williams, 30, of Dickerman Avenue, was arrested Feb. 7 on a charge of DWI.

Zachary Argruso, 21, of North Main Street, was arrested Feb. 7 on charges of DWI, operating a motor vehicle with a suspended license, operating an unregistered motor vehicle, and failure to have headlamps lit.

Robert Miner, 40, of Enfield, was arrested Feb. 7 on charges of second-degree threatening and second-degree breach of peace.

Michael Cody, 27, of Greenwood Road, was arrested Feb. 7 on charges of DWI and traveling unreasonable fast.

Richard Welch, 53, of Windsor, was arrested Feb. 6 on charges of breach of peace, interfering with an officer/resisting arrest, and second-degree unlawful restraint.

James McKinstry, 50, of Gaylord Road, was arrested Feb. 5 on charges of third-degree assault (family violence) and disorderly conduct.

Tyler McKinstry, 24, homeless, was arrested Feb. 5 on a charge of disorderly conduct (family violence).

Rebecca Dorsey, 46, of Gaylord Road, was arrested Feb. 5 on a charge of disorderly conduct (family violence).

Brandon Duby, 21, of North Main Street, was arrested Feb. 5 on two counts of first-degree failure to appear.

Keough Vidal, 32, of Spring Street, was arrested Feb. 2 on charges of disorderly conduct, third-degree assault and third-degree criminal mischief.

Jason Chaves, 22, of Jackson Street, was arrested Feb. 16 on a charge of disorderly conduct (family violence).

Tammy Chaves, 54, of Jackson Street, was arrested Feb. 16 on a charge of disorderly conduct (family violence).

Jason McPheat, 36, of Halfway House Road, was arrested Feb. 15 on a charge of second-degree breach of peace.

Richard Wlech, 52, of Poquonock Avenue, was arrested Feb. 15 on a charge of violation of a protective order.

Megan Smith, 21, of Chestnut Street, was arrested Feb. 14 on a charge of disorderly conduct (family violence).

Patrick Fay, 28, of Main Street was arrested Feb. 13 on charges of traveling unreasonably fast and DWI.

Steven Driscoll, 58, of Elm Street, was arrested Feb. 12 on charges of DWI, operating without insurance and operating a motor vehicle under suspension.

Ernest Blais, 31, of Lebanon, was arrested Feb. 11 on a charge of fourth-degree larceny.

Newell Boutwell Jr., 72, of Elm Street, was arrested Feb. 8 on charges of evading responsibility property damage and failure to drive right.

Jessica Duquette, 26, of Elm Street, was arrested Feb. 8 on charges of first-degree failure to appear (family violence) and first-degree failure to appear.
