2 DC Men Accused Of Driving Stolen SUV, ‘Ghost Gun’ Possession Near Capitol

The U.S. Capitol Police arrested two men who crashed a stolen Ford Explorer into a construction barrier a block from the U.S. Capitol.

WASHINGTON, DC — The U.S. Capitol Police arrested two men on Tuesday who crashed a stolen Ford Explorer into a construction barrier a block from the U.S. Capitol, the police department said.

At about 12:30 p.m. Tuesday, two Capitol Police patrol officers near Union Station spotted the stolen Ford Explorer, which was believed to be involved in an armed carjacking in the District of Columbia, the police said.

The officers followed the SUV a few blocks when it crashed into an orange construction barrier near Second Street SE and East Capitol Street.

The two men got out of the SUV and ran away. One jumped into a fenced-in construction site, where the Capitol Police officers arrested him. The other man was caught a block away, the department said.

When the men jumped from the SUV, a semi-automatic 9mm "ghost gun" with a loaded high capacity magazine fell out of the passenger door, the police said.

Ghost guns are homemade, with a barrel, trigger and slide attached to a polymer frame — with no serial number, so police cannot track them when they are discovered after a crime.

The Capitol Police identified the driver of the stolen Ford Explorer as Lamar Fenner, 18, and the passenger as Isjalon Armstead, 19. Both men are from D.C.

The police said no injuries were reported during the incident.
