Superior Court judge has ordered Delta Pearl Apartments in Northeast Washington to make urgent repairs after severe neglect, from filthy stairwells to broken elevators and a summer without air conditioning. Tenants say some cleanup and fixes have started, but many problems remain. The court has imposed strict deadlines and set a remote hearing for October 6 to monitor progress.
