Lowe did not answer investigators' questions at the scene, police said.
Lowe was immediately suspended from duty after her arrest was reported to Atlanta Police, spokeswoman Officer Lisa Bender said. She is scheduled to appear before Chief Erika Shields this week and Shields will determine her permanent employment status, Bender said.
Lowe joined APD in 2016 and was assigned to a mobile patrol in southeast Atlanta.
Jeremy Laye and Tony Robinson also were arrested and charged with dealing drugs from the address, police said.
