Holly Springs Lieutenant Completes Staff and Command Program
Lieutenant Stephen Cohen graduated from the School of Police Staff and Command (SPSC) at Northwestern.

CANTON-SIXES, GA - From The Holly Springs Police Department: The Holly Springs Police Department is pleased to announce the recent graduation of Lieutenant Stephen Cohen from the School of Police Staff and Command (SPSC) at Northwestern University as a member of SPSC Class #416.
This 10-week program, held at Kennesaw State University, provided Lt. Cohen with upper-level college
instruction in leadership, human resources, employee relations, organizational behavior, applied statistics,
planning and policy development, budgeting, and resource allocation.
“The Department is very proud of Lt. Cohen for completing this rigorous program. While he was already a
valuable asset to the Department, I am certain that he will continue to excel in his duties with the skills he has
gained at SPSC,” said Chief of Police Michael Carswell.

The Center for Public Safety was established at Northwestern University in 1936 with the specific goal of
expanding university-based education and training for the law enforcement community. Since its inception, the Center has broadened its original objective and now provides a variety of courses and programs in the areas of police and management training and executive development. The Staff and Command program was implemented in 1983 and has graduated over 20,000 students.
The Holly Springs Police Department is a full-service State-accredited police agency. The department has a
compliment of 29 sworn officers that perform an array of duties relative to criminal investigations, uniform
patrols, special operations, narcotic investigations, and SWAT.
