Golf carts may not be operated on city, county, or state maintained roads unless the county has passed an ordinance stating that they may. (O.C.G.A. 40-6-331)

Golf carts are permitted to cross-city, county, or state maintained roads only in areas designated by the Department of Transportation or the county. (O.C.G.A. 40-6-331)

Drivers of golf carts must be licensed drivers (O.C.G.A. 40-5-20)

The only exemptions to these rules are those carts owned by golf courses or country clubs and operated at those courses or country clubs or on Private Property (O.C.G.A. 40-6-331)

It is unlawful for someone to require or knowingly permit the operation of such vehicle upon a city, county, or state maintained road in any manner contrary to law. (O.C.G.A. 40-1-3)

This means allowing children or unlicensed persons to drive a golf cart on the roadway or in violation of any other law. 

Note: Off-road vehicles, such as John Deere Gators, Kawasaki Mules, Yamaha Rhinos, etc. may not operate on the roadway.
