Douglasville Police Officer Arrested For DUI, Indecency
An internal affairs investigation into the actions of Officer James Phipps is ongoing, police say.

DOUGLASVILLE, GA — A Douglasville Police officer has been arrested on charges of DUI and public indecency.
Officer James Phipps was stopped by the Georgia State Patrol on July 29 in Fannin County, in north-central Georgia on the North Carolina state line. Phipps, who was off-duty at the time, has been placed on administrative leave pending an internal affairs investigation, according to Douglasville Police.
"Once this investigation is complete, a decision will be made about appropriate disciplinary action," police Chief Gary Sparks said in a written statement.

"We expect our officers' conduct to reflect our core values both on duty and off," Sparks said in the statement. "We respectfully ask for your patience as this investigation comes to a conclusion."
