MAN KILLS 7 MONTH OLD PUPPY

Puppy gets away from it's owner.the ownet calls out to the dog  for her to get home,the puppy runs  into into the yard at 3663 Glouster Tucker where a man was standing flips over on her back as to say rub my tummy and the man shot her in the neck  the dog tried-to run home and a neighbor tried to ge her to the hospitial she died on the way the man was not arrested pending investagation, they did  take his gun WHY WAS THIS MAN NOT ARRESTED
