Donovan Dela Cruz and colleagues advanced a bill preserving cuts for about 90% of Hawaii households while trimming agency budgets and ending some tax credits. Lawmakers also limited local cooperation with federal immigration enforcement and pushed new campaign finance rules, capping a session shaped by corruption probes and tight state finances.
