City Of Evanston, AFSCME Reach Memorandum Of Understanding On Staff Vaccine Mandate
Approximately 97 percent unionized city employees have come to agreements with the city over the new policy, which takes effect Monday.

The City of Evanston is pleased to announce that it has secured a memorandum of understanding (MOU) with the American Federation of State, County and Municipal Employees (AFSCME) regarding the City’s mandatory COVID-19 vaccination policy. Effective today, the policy requires all City staff to be fully vaccinated against COVID-19 or to submit negative test results weekly to the City’s Health & Human Services Department.

The agreement with AFSCME follows earlier agreements reached with the City’s Fraternal Order of Police (FOP) patrol and International Association of Fire Fighters (IAFF) employee unions, which together comprise approximately 97 percent of City of Evanston union employees. The City continues to work directly with the FOP sergeants union to finalize a memorandum of understanding for remaining City employees covered by a collective bargaining agreement.
“City of Evanston staff have been central to our community’s response to the COVID-19 pandemic, while also ensuring the continuity of critical services that our residents depend on,” said Mayor Daniel Biss. “I am grateful to AFSCME and its members for their hard work and continued dedication to keeping our community safe and healthy, as well as Interim City Manager Kelley Gandurski and her team for facilitating this agreement.”
