Man Charged With Driving Up to Women, Exposing Himself, Masturbating: Police

Richard Moscato now faces public indecency charges.

A 39-year-old Hampshire man faces public indecency charges for driving up to women in Batavia on two separate occasions, exposing himself and masturbating in front of the women, police said.

Richard S. Moscato, of 719 Kathi Drive in Hampshire, could face up to a year in prison and a $1,000 fine if convicted on two misdemeanor charges of public indecency, according to a Batavia Police Department press release.

He is accused of driving up to a woman in the area of Larkspur Lane and Thrun Drive on Batvia’s east side at 7:34 a.m. on Wednesday. The victim saw the man expose himself and masturbate, according to the news release. He then drove off.

At about 7:30 a.m. on Thursday, another woman was walking in the area of the Winnebago Trail near Robin Drive on Batavia’s west side when a gray four-day vehicle pulled up to her.

The driver asked the woman for directions. When she got closer, she noticed the man was not wearing pants and was masturbating, police said.

The man drove off but the woman was able to write down a license plate number. Police traced that license plate back to a vehicle that was registered to Moscato.

He was located in Aurora and brought to the Batavia Police Department for questioning and then taken into custody.
