HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

INCIDENTS

CHALKING
Someone wrote in white chalk on a basketball court in Woodridge Park at some point prior to 4 p.m. on Aug. 11, causing unspecified damage in an incident police described as "criminal defacement."

ARRESTS/CITATIONS

Angelo Quintana-Valenzuela, 56, of the 1100 block of Central Avenue, Highland Park, was arrested around 9:30 p.m. on Aug. 6 and charged with misdemeanor disorderly conduct after officers were called to a report that he was in appropriately pointing his cell phone camera at a person in the 400 block of Laurel Avenue.

Luis Licona-Garcia, 35, of the 800 block of Pioneer Road, Waukegan, was arrested around 10 p.m. on Aug. 6 on Route 41 north of Central Avenue and charged with driving under the influence of alcohol and a hit-and-run with vehicle damage. He was also issued citations for improper lane usage, failure to reduce speed to avoid a crash and illegal transportation of alcohol after officers were called to a report of a two-car hit-and-run crash with no injuries at the intersection of the Edens Expressway and Clavey Road.

David Stahl, 48, of the 900 block of Skokie Boulevard, Northbrook, was arrested at 4:40 p.m. on Aug. 7 and charged with violation of an active order of protection after officers got a call that he was too close to a place on Roslyn Drive from which he had been banned.

Amber Mendoza, 27, of the 2800 block of Minnesota Avenue, Blue Island, was arrested around 4:30 a.m. on Aug. 8 and charged with misdemeanor resisting police and driving with a suspended license and issued citations for improper turn, disobeying a traffic light and possession of cannabis following a traffic stop at the intersection of Skokie Valley Road and Park Avenue West.

John H.C. Risdon III, 66, of the 800 block of Central Avenue, Highland Park, was arrested around 10:30 p.m. on Aug. 8 at his home and charged with misdemeanor possession of a firearm without a firearm owners identification card after police found an unloaded handgun while helping Highwood police find him due to threats to an elder care facility. Around 4:30 p.m. on the day of his arrest Risdon told staff of Aperion Care, 50 Pleasant Avenue, Highwood, that "everyone in the facility and corporate office should be shot," Highwood police reported. He was charged with misdemeanor disorderly conduct in connection with the statement.

Marisol Acosta, 24, of the 1900 block of Grove Avenue, North Chicago, was arrested around 11:15 a.m. on Aug. 10 on a Lake County arrest warrant for forfeiting her bond in October 2017 in connection with a May 2016 charge of child endangerment, which has been set for a pre-trial hearing of Aug. 26 following her arrest.

Pedro Vega, 22, of the 400 block of Douglas Avenue, Villa Park, was arrested around 8 p.m. on Aug. 10 and charged with possession of an controlled substance after security at Ravinia Festival called police to report they had just discovered what appeared to be illegal drugs during a routine entry search. The drugs were awaiting identification at a lab. Police did not specify the amount of drugs park security guards reportedly found ahead of the concert, which featured the band Chicago.

Gabriel T. A. Lopez, 18, of the 2300 block of South 5th Street, Milwaukee, was arrested around 6:30 a.m. on Aug. 9 and charged with vehicular invasion and unlawful restraint, and resisting arrest after he was located with a police drone in the area of a retention pond not far from the Skokie Valley Bike Trail south of Park Avenue West.
