Shooting Near Louis Mall: Manslaughter Defendant Arrested

Joliet police made an arrest in the Jan. 15 non-fatal shooting along Tonti Drive that left one woman with a gunshot wound to her face.

JOLIET, IL — Joliet police announced that 21-year-old Travion Terrell has been arrested in connection with the Jan. 15 shooting near the Louis Joliet Mall that left a woman shot in the face. Terrell was out on bond after being charged in the 2020 deadly shooting of a 16-year-old boy inside a Crest Hill apartment.

Over the weekend, Terrell was booked into the Will County Jail on charges of reckless conduct and reckless driving. The new bail total stands at $250,000 for Terrell, who now resides in the 700 block of Joliet's Plainfield Road.

Around 3:20 p.m. on Jan. 15, Joliet police said that officers were sent to the area of Ring Road and Tonti Drive for a traffic accident with shots fired. Someone inside a sedan fired his gun at a sport utility vehicle, striking the 19-year-old woman who was driving.

The driver then lost control of the SUV and collided with an uninvolved vehicle. The woman was rushed to St. Joe's hospital with non-life-threatening injuries.

"During the course of the investigation into this shooting, detectives were successful in identifying the suspect vehicle," police spokesman Dwayne English announced.

Around 6:10 p.m. on Friday, Will County Sheriff’s deputies pulled over the suspected getaway car in the area of Henry Street and Akin Avenue in Joliet.

"After further investigation, detectives determined that Terrell was driving the vehicle at the time of the shooting, which occurred on January 15, 2022. Terrell was placed into custody without incident," Joliet police said.

On Monday afternoon, Joliet Patch asked Joliet police whether detectives are pursuing other suspects in connection with the shooting on Tonti Drive.

English responded in an email stating, that "Detectives are still investigating what level of involvement that Mr. Terrell holds in this incident."

In July 2020, Patch reported that a 16-year-old boy was slain in the 1700 block of Arbor Lane and Crest Hill police arrested Travion Terrell, who lived in an apartment unit in the same block of Monday's slaying.

At that time, Crest Hill Police Chief Ed Clark told Joliet Patch that Terrell was charged with two felonies: reckless discharge of a gun and involuntary manslaughter.

The Will County Coroner's office identified the 2020 shooting victim as Trayvon C. Frazier of Jackson, Tennessee. That shooting occurred inside a Crest Hill apartment unit.

In July 2020, Terrell spent about 24 hours in the Will County jail in connection with his involuntary manslaughter charges from Crest Hill.

In that case, Terrell was released on a $100,000 personal recognizance bond. Terrell remained free until Friday night's arrest.

According to Will County court records, Terrell appeared in court on Jan. 10 in connection with his involuntary manslaughter case. At that time, Terrell's case was re-scheduled for a Feb. 7 pre-trial hearing in Courtroom 502 for a possible plea agreement.
