Disbarred Lawyer Turns Herself In On 2 Felony Warrants: Blotters

Winnetka, Glencoe, Northfield Police Blotters for the week of April 26 to May 2.

WINNETKA, IL — The following information comes from the Glencoe, Winnetka and Northfield police departments as a record of police activity and incidents reported to the police. Anyone arrested is innocent unless proven guilty. Criminal charges represent merely accusations by the state and are often dropped or reduced.

INCIDENTS

CRIMINAL DAMAGE
Someone did $400 in damage to the back window of a vehicle parked at New Trier High School between 9 a.m. and noon on April 14, police were told on the afternoon of April 16.

FRAUD
A Walden Road resident reported on April 16 that someone had gotten access to their computer and demanded money to fix a computer virus. There was no immediate reported loss.

IDENTITY THEFT
A Willow Road resident reported that someone had used their personal information to open up one credit card and tried to open up several more since Feb. 27. There was no immediate reported loss.

CRIMINAL DAMAGE
An employee at a business in the 700 block of Elm Street reported on April 19 that someone had damaged two windows with an unknown object.

IDENTITY THEFT
A Green Bay Road resident reported on the morning of April 19 that someone used their debit card to make two unauthorized purchases for a loss of less than $19.

IDENTITY THEFT
A Spruce Street resident reported on April 22 that they had discovered on the morning of April 20 that someone had used their personal information to open up an unauthorized Comcast account.

INCIDENTS

THEFT
A resident in the 100 block of Beach Road reported that stole money, a watch, several collectible items and used their credit card sometime between March and April for a loss of more than $10,000.

THEFT
A resident of the 200 block of Cedar Lane reported at 3:35 p.m. on April 26 that someone had stolen two jackets that had been left out to dry outside their home for a loss of under $500.

CRIMINAL DAMAGE
A resident in the 500 block of Vernon Avenue reported at 4 p.m. on April 26 that someone had ridden a bicycle through their flower bed, causing damage to flowers and a fence.

THEFT
Someone reportedly stole three bicycles that had been left unlocked in some bushes near the intersection of Franklin and Sheridan roads sometime prior to 4:14 p.m. on April 27.

THEFT
Someone stole the Village of Glencoe sign from the 700 block of Dundee Road sometime prior to 7:39 p.m. on April 28.

CRIMINAL DAMAGE
Someone damaged a dugout in the 300 block of Randolph Street using fireworks. Repair costs were estimated to be more than $300.

INCIDENTS

FRAUD ATTEMPT
A Longmeadow Road resident reported on the night of April 26 that they had received a letter threatening to expose unspecified "secrets" if several thousands of dollars worth of Bitcoin were not paid as a "confidentiality fee."

IDENTITY THEFT
A Bracken Lane resident reported on the afternoon of April 27 that they had been notified about fraudulent credit card accounts that had been opened in their name.

BATTERY
A Chicago resident reported on April 27 that at about 4:50 p.m. on April 24 he had been punched in the upper right shoulder as he sat on a Medline transport bus in transit to the Linden train station in Wilmette.

ARRESTS

Ricardo Ramirez, 49, of the 2200 block of Nicholas Road in Arlington Heights, turned himself in at the Northfield Police Department at 7:30 a.m. on April 23 to be processed on a felony charges of theft by deception for allegedly making fraudulent purchases of computer equipment of between $300 and $10,000.

Irina Cedano-Pavchinskaya, 33, of the 1100 block of Castilian Court in Glenview, turned herself in at the Northfield Police Department at 8:17 a.m. on April 24 and and was processed on two active warrants. The first was issued by DuPage County for failure to appear in court in connection with a fraud charge, for which she posted $375. The second warrant was a no bond warrant issued by Cook County Sheriff’s Police for a probation violation in connection with a felony forgery charge. According to the state attorneys' registration and disciplinary records, she was disbarred last year after she pleaded guilty to felony theft. She admitted entering a currency exchange, presenting a fraudulent check with the name of the law firm for which she worked and taking $1,960.55 in cash, and she also forged multiple checks using the name and contact information of her work and created and provided fake client information to her law firm.

Yaqoub M. Monahiem, 63, of the 100 block of Sterling Lane, Northfield, IL 60093, was arrested at 7:11 p.m. on April 26 on a signed complaint at the Northfield Police Department and charged with battery after a Winnetka resident alleged they had been involved in a fight at 401 Wagner Road in Northfield at 6:55 ap.m. April 22
