UPDATE: Annapolis Murder Victim Identified, Shooter Arrested: Police

BREAKING: Annapolis Police have released the name of a man who was shot and killed Monday night and arrested an Annapolis teen.

(UPDATED at 12:40 p.m. Tuesday) ANNAPOLIS, MD — Authorities have released the name of an Annapolis man who died Monday night from apparent gunshot wounds in the Harbour House community and arrested a teenager charged in the homicide. On Tuesday, Annapolis Police said the victim of the homicide has been identified as Byren Cook, 24, of Annapolis.

Shots were reportedly fired in the 1200 block of Madison Street shortly before 8:30 p.m. Monday in the 1100 block of Madison Street. An injured Cook was found by police and taken to an area hospital, where he died from his injuries.

While officers were providing first aid to the victim, they were told the suspected shooter was inside an apartment in the 1200 block of Madison Street. Once detectives obtained a search warrant and the apartment, where they found several people inside, including Marique Jackson, 18, of Annapolis. Police have named Jackson as the person who shot Cook.

According to the Capital-Gazette, Jackson told officers that he saw Cook carrying a shotgun as he was leaving the Harbor House complex on Madison Street, and fired a 9mm pistol he was carrying on his hip. Authorities told the newspaper there is a connection between the illegal drug trade and some of the city's murders.

Online court records show Jackson was charged with two misdemeanor counts of marijuana possession on Jan. 11, 2017.

Jackson said he fired several shots at Cook and then fled without knowing if he hit the man. Cook was found suffering from gunshot wounds a short distance away in the 1100 block of Madison Street and died a short time later.

Jackson is in Annapolis Police custody and will be charged with first-degree murder and other related charges, officials said. Detectives reportedly recovered the suspected murder weapon and a gun was found in the victim’s possession.

A 15-year-old Annapolis girl was charged as a juvenile with accessory after the fact and obstructing justice. She was released to a guardian.

“We are grateful for a speedy arrest and citizen cooperation leading to it, but there’s nothing to celebrate,” said Police Chief Michael Pristoop said in a statement. “This senseless violence hurts our community, but we will continue to do everything to stop it.”

The Annapolis area has seen a spate of shootings in recent months. On Jan. 16, authorities charged Calum Jeramiah Thomas, 19, from the 10th block of Washington Drive in Annapolis, with the Jan. 2 fatal shooting of Terry Paul Crouse, 55, from the 1800 block of Kimberwicke Place in Annapolis.

Investigators say Crouse's shooting was not a random act of violence, but police have not disclosed what the motive might be for the shooting.

On Tuesday morning Annapolis Police updated another case, asking for the public's help in finding an Annapolis man wanted for the murder of George Forrester, 40, of Severn. The fatal shooting happened just after 3 a.m. on Jan. 16 in the 700 block of Newtowne Drive. Forrester was found in the area suffering from apparent gunshot wounds; he was taken to Anne Arundel Medical Center, where he died from his injuries.

Lawrence Montague, 27, of Annapolis is wanted for Forrester's murder, Annapolis Police say.

Anne Arundel County Police have already recorded two homicides this year, the first of which was Crouse's death. The other victim was Nathan Antoine Ford, 24, from the 2200 block of Conquest Way in Odenton, who died from gunshot wounds after he was shot Jan. 13.
