Frank Goertner

Frank Goertner is a nationally recognized leader in government innovation, technology management, and public-private collaboration. As Director for Federal & Veteran Affairs and Director of Technology Management Graduate Programs at the University of Maryland’s Robert H. Smith School of Business, he leads initiatives that equip leaders to successfully navigate the intersection of government, technology, and industry.His work focuses on business-to-mission enterprise, innovation, technology management, and the future of government leadership. He founded Maryland’s Initiative for Veteran Lifelong Leadership, leads the Future of Government Management Initiative, and helped develop one of the nation’s first interdisciplinary graduate programs in Technology Management, bringing together expertise from business, engineering, and public policy.Before joining the University of Maryland, Frank served as a U.S. Naval Aviator and Foreign Area Officer, retiring after a distinguished military career. His extensive experience in defense, international affairs, and organizational leadership provides a unique perspective on the challenges and opportunities facing today’s government and industry partners.Frank is also an accomplished researcher and author whose work explores defense acquisition, military diplomacy, innovation, and technology strategy. His scholarship and leadership continue to shape conversations surrounding the future of government management and public-sector innovation.
