Howard County Police Identify Resident, Officers Involved in Fatal Shooting
The Ellicott City man refused to drop his weapon outside his home, where police said two large knives were found.

The Ellicott City man killed after confronting officers with a knife over the weekend has been identified, and so have the officers involved in the shooting, the Howard County Police Department reported Tuesday.
Hernan Milton Ossorio, 61, of the 5000 block of Montgomery Road in Ellicott City, called 911 at approximately 6:30 a.m. on Saturday to report that “someone with a knife was going to kill everyone in the house,” according to police.
When officers arrived, Ossorio approached them with a knife, police said.

Initially, police tried to use a Taser to subdue him, but it was not effective; and after Ossorio refused commands to drop his weapon, two officers fired their guns, according to the report.
Police said Ossorio was pronounced dead at the scene, where two large knives were found. One family member who was home at the time was uninjured, according to police.

Relatives told police that Ossorio had been talking about suicide recently, according to the report.
The two officers from the northern district who fired their guns have been identified as Police Officer First Class Russell DiAngelo, 25, a four-year member of the Howard County Police Department, and Officer Susannah Raff, 22, who joined the department last year. Both are on paid administrative leave pending a routine investigation following an officer-involved shooting, according to police.
