According to the Fort Meade website, HPCON Charlie means there is a "substantial risk from sustained community transmission." The workforce at the base should practice all prevention measures and expect cancellation of in-person gatherings, restricted ability to travel, should plan activities for family members particularly children in case they are restricted to home for prolonged periods of time, prepare for potential limited access to supplies and service including military installations, implement remote work procedures as directed and if outside the U.S., be prepared for the implementation of authorized or ordered departure actions.
