The mall on Mill Run Circle has been dying a slow death, locking its doors in September 2015 save for a few anchors—Macy's, JC Penney and the movie theater.

Nationally, the shopping center gained attention when it was featured by the New York Times in January 2015 as an example of a dying mall.

In the article, Kimco Mid-Atlantic executive Tom Simmons said that Towson Town Center took away much of the Owings Mills customers, particularly after Saks Fifth Avenue left the mall in the 1990s. He told the New York Times that future plans called for a blend of open-air shopping space and an enclosed mall in Owings Mills, where redevelopment would take two to five years and cost $75 to $100 million to bring to fruition.

Kimco has posted the following message on the Owings Mills Mall website:

"As part of the redevelopment of the Owings Mills Mall, Kimco has recently consolidated our full ownership of the Owings Mills Property which was a natural and planned progression in the redevelopment of this site.

"Businesses that are open and operating at the site include the AMC movie theater, JCPenney, The Greene Turtle, Olive Garden, Red Lobster and Red Robin.

"To date, no formal redevelopment plans have been finalized as we continue to evaluate the various redevelopment options for Owings Mills Mall including several open-air shopping center concepts. More details will be provided once a decision has been finalized. In the meantime, please do not hesitate to contact us to discuss leasing opportunities."
