Marks Proposes Commercial Revitalization District for Cowenton-Ebenezer Area

Baltimore County Councilman David Marks filed new legislation this week in hopes of giving a boost to older parts of greater Perry Hall.

His proposal would create the “Cowenton-Ebenezer Commercial Revitalization District,” which he said would be centered along Cowenton Avenue and Philadelphia Road, near the White Marsh Volunteer Fire Company’s current headquarters.

Designation as a commercial revitalization district provides businesses with financial incentives and access to architectural assistance. Community organizations would also be eligible to apply for grants to increase the beautification and marketability of the neighborhoods.

“Since we created the Perry Hall Commercial Revitalization District, the community has obtained grants to plant landscaping and beautify this area. The Perry Hall Square Shopping Center is now almost fully occupied,” Marks said. “I want to provide businesses in this area with the same access to incentives as property owners enjoy in places like Towson and Downtown Perry Hall.”

According to the resolution from Marks, Baltimore County has 16 designated commercial revitalization districts.
