Body Camera Footage Released in Police-Involved Shooting in Pikesville

Two videos from officers at the scene of a police-involved shooting were released by Baltimore County Police Department.

PIKESVILLE, MD — Police released more than 5 minutes of tape from body cameras worn by the officers who responded to a Pikesville apartment complex this week for a disturbance call that ended with a shooting.

"I keep hearing all these voices. They're tormentin' me," said 48-year-old Bryant Junious Palmer in the videos. Palmer lives in the 4600 block of Debilen Circle, where officers arrived before 11 p.m. on Dec. 23 for a reported disturbance.

The longer of the two videos is 3 minutes and 10 seconds, starting with the officer driving into the apartment complex, then following another officer up the stairs. Palmer answers the door, there is commotion and the officer in front of the one wearing the camera fires his weapon. On the ground, the resident follows an order to put his hands behind his back. The officer wearing the camera runs to his cruiser and gets medical gauze then returns to apply pressure to the gunshot wound. The officer asked the man what happened that night, at which point Palmer said he was hearing voices.

The other video is 2 minutes and 51 seconds long and is from the perspective of the officer who shoots. Police have identified him as Officer Remmers, a seven-year-veteran of the Baltimore County Police Department assigned to the Pikesville precinct.

The video starts as Officer Remmers gets out of his cruiser, enters the apartment building and is greeted at the resident's door by a man holding a knife who then appears to come at him. The officer seems to retreat, then fires his gun, hitting Palmer in the shoulder. The officer orders Palmer to put his hands behind his back, then attempts to restrain his hands while asking the other officer to get medical supplies.

When Officer Remmers asks Palmer what had been going on that day, Palmer said: "Nobody believes me" and states he is not going to tell the officer anything.

When the second officer returns with the gauze, Palmer opens up to him about hearing the voices.

Palmer was taken to Sinai Hospital with injuries that were not believed to be life-threatening, police reported. There is a warrant for his arrest charging him with three counts of first-degree assault, three counts of second-degree assault and three counts of possessing a dangerous weapon with intent to injure.

The Baltimore County Police Homicide Unit, which reviews all police-involved shootings, is investigating the case. After the investigation is complete, the Baltimore County State’s Attorney’s Office will review it.

The officer who fired his weapon is on administrative status while the incident is being reviewed. He has not been involved in any previous shootings.
