Officer on Desk Duty After Punching Detainee: Police

Baltimore County police review use of force, modify officer's assignment after 19-year-old arrestee was allegedly punched in face.

The police officer who allegedly punched a 19-year-old in Towson over the weekend while making an arrest has been placed on administrative duties, according to the Associated Press.

A bystander posted a cell phone video on YouTube showing three officers trying to take the teen into custody at approximately 2 a.m. on Saturday, Dec. 19, including one who repeatedly punched the teen as he resisted arrest, according to police.

Officials said they first made contact with the individual—Zachary Carson Blumenstein, 19, of the 8400 block Ellingson Drive in Chevy Chase—approximately 40 minutes earlier.

The teen was allegedly involved in a verbal argument outside The Greene Turtle in the 400 block of York Road in Towson and police ordered him to leave the area, officials reported.

Blumenstein has been charged with disturbing the peace, disorderly conduct, failure to obey a lawful order, trespassing and resisting and interfering with arrest, court records show.

Police Chief Jim Johnson said he is reviewing the use of force in the case. According to the Associated Press, Johnson said it would be best for everyone if the officer were placed on administrative assignment during the investigation.
