SEX OFFENDER MAP: Where Do Burlington's Highest Level Sex Offenders Live and Work?

Burlington has three Level 3 sex offenders who either live or work in the city, according to the state’s Sex Offender Registry Board.

The Level 3 sex offender designation is reserved for the most severe offenders. Level 3 sex offenders pose a ‘high risk’ to reoffend, according to the state. They are not wanted by police, and it is illegal to use the following information to commit a crime or engage in any discrimination or harassment against an offender.

• Stephen Conti, 52, lives and works at 10 Makechnie Road. Convicted of indecent assault and battery on child under 14 years of age (2 offenses) in September 1989, rape and abuse of child (2 offenses) in September 1989, and indecent assault and battery on child under 14 years of age (3 offenses) in October, 1989.

• Thomas Hickey, 31, lives at 9 Sandy Brook Road and works at 4 Wayside Road. Convicted of O/S indecent assault and battery on child under 14 years of age in November, 2003.

• Robert Cloutier, 44, currently in violation of not reporting addresses. Convicted of Dissemination of child pornography in January, 2007, Purchase or possession of child pornography in January, 2007 and Purchase or possession of child pornography (3 offenses) in March, 2007.
