Cape Cod Woman Indicted In Medicaid Fraud Scheme

The 23-year-old was named in an alleged three-person plot to bill Medicaid for personal care attendant services that were not provided.

MASHPEE, MA – Three people, including a Mashpee woman, have been indicted in connection with a scheme to fraudulently bill the state's Medicaid program for personal care attendant (PCA) services that were not provided, according to Attorney General Maura Healey.

Kerry Quinn, 25, of Fall River; Mark Ferreira, 31, of New Bedford; and Kariann Tomer, 23, of Mashpee, face charges of Medicaid false claims - one count – and larceny over $1,200 – two counts.

The Attorney General's office alleges that between March 2017 and May 2018, Quinn, who was eligible for the PCA Program, knowingly submitted false claims of over $40,000 to MassHealth. Quinn named Ferreira and later Tomer as her PCA, an attendant paid by MassHealth to help provide basic health service sand assist disabled beneficiaries with daily activities.

Neither Tomer nor Ferreira provided PCA services, and the time sheets Quinn submitted directly conflicted with their full-time jobs, according to the AG. She allegedly reported Tomer's and Ferreira's addresses as her own in order to receive payments meant for PCA services and claimed PCA benefits while traveling abroad.

Surveillance video from ATM transactions also allegedly showed Quinn and her husband using one of the PCA debit cards to withdraw money.

Quinn, in agreement with Tomer and Ferreira, kept most of the money for herself, the AG's office alleges. All three will be arraigned in Bristol Superior Court on Sept. 27.
