Planning Board Meeting

The Needham Planning Board will meet on Tuesday, Sept. 20 at 7:00 p.m. in the Charles River Room of the Public Services Administration Building, 500 Dedham Ave. Below is information on public hearing scheduled for the meeting. The complete agenda can be seen at right as a PDF.

TOWN OF NEEDHAM  NOTICE OF HEARING 

In accordance with the provisions of M.G.L., Chapter 40A, S. 11, and the Needham Zoning By-Laws, Sections 7.4, and 5.1.1.5, the Needham Planning Board will hold a public hearing on Tuesday, September 20, 2011 at 7:30 PM in the Charles River Room of the Public Services Administration Building, 500 Dedham Avenue, Needham, Massachusetts, regarding the application of the Town of Needham, 470 Dedham Avenue, Needham, Massachusetts, for a Special Permit under Site Plan Review, Section 7.4 of the Needham Zoning By-Law.

The subject property is located at 300 Hillside Avenue, Needham, Massachusetts, shown on Assessor’s Map No. 99, Parcel 14 containing 71,311 square feet in the Hillside Avenue Business Zoning District. The requested Site Plan Special Permit would, if granted, permit the construction of a new 2 story building for use as a Senior Center for the Town of Needham. The proposed building will include a partial basement of 3,513 square feet, a first floor of 11,460 square feet and a second floor of 8,871 square feet for a total building size 23,844 square feet. The proposed project will include 75 on-site parking spaces for the Senior Center, including 65 off-street and 10 on-street parking spaces on a widened Hillside Avenue. Additional spaces are being provided off-site to accommodate needs for both typical days and special events. The project will also provide 85 parking spaces that the MBTA will use for parking for its Needham Heights commuter rail station. Proposed site work includes modifications to the site grading and drainage, and the addition of landscaping. The proposed Senior Center will include a multi-purpose room, a kitchen, a game room, a fitness studio, an art space, a computer room, and space for the Council on Aging administration and support staff as well as additional spaces for other programs.

In accordance with the Zoning By-Law, Section 7.4, a Major Project Site Plan Review is required. In accordance with the Zoning By-Law, Section 5.1.1.5, a Special Permit to waive strict adherence to the requirements of Section 5.1.2, Required Parking and Section 5.1.3, Parking Plan and Design Requirements is required.

Copies of the plan are available upon request in the office of the Planning Board. Interested persons are encouraged to attend the public hearing and make their views known to the Planning Board.

TOWN OF NEEDHAM NOTICE OF HEARING

In accordance with the provisions of M.G.L., Chapter 40A, S. 11, and the Needham Zoning By-Laws, Section 7.4; and Special Permit No. 2011-01, Section 4.2 the Needham Planning Board will hold a public hearing on Tuesday, September 20, 2011 at 8:15 pm in the Charles River Room of the Public Services Administration Building, 500 Dedham Avenue, Needham, Massachusetts, regarding the application of Wingate Senior Living at Needham, 63 Kendrick Street, Needham, Massachusetts 02494, for an Amendment to a Special Permit under Site Plan Review, Section 7.4 of the Needham Zoning By-Law. The subject property is located on the westerly side of Gould Street between the Wingate at Needham Nursing Home at 589 Highland Avenue and the MBTA Right of Way. The property is shown on Assessor's Map No. 77 as Parcels 25 and 56 containing 200,749 square feet in the Elder Services Zoning District.

The requested Major Project Site Plan Special Permit amendment would, if granted, permit the Applicant to subdivide Lot A as shown on the existing plans by means of an “Approval Not Required” Plan (“ANR Plan”) pursuant to M.G.L. Chapter 41, Section 41P, and remove the newly created 1.18 acre lot (Lot C) from the land that is the subject of the original decision. Notwithstanding the removal of the lot from the Decision, the Applicant proposes to insure that Lot C will continue to be subject to the temporary construction driveway, landscaping, subsurface drainage structures by easement or covenant. The remaining lot, Lot A, will contain 3.42 acres. The Applicant also proposes minor modifications to the building including an increase of 33 square feet in the building footprint from 30,165 square feet to 30,198 square feet, and a decrease in the total square footage of the building from 112,953 square feet to approximately 112,253 square feet (including basement garage) and minor modifications to the landscaping and lighting plans. The Applicant also proposes to modify the number and type of units in the building so that the building will be comprised of 91 units – 9 independent living units (10 bedrooms), 45 assisted living units and 37 assisted living units specializing in Alzheimer’s and other memory loss related conditions. There will be a total of 92 beds in the 82 assisted living units, and ten bedrooms in the 9 independent living units. One of the independent living units will be affordable. The Applicant proposes that the Amended Decision include language consistent with the Zoning By-Law, Section 3.12.10, regarding Affordable Housing requirements. Lastly, the Applicant proposes that the Decision be otherwise amended to be consistent with the relief requested in the application.

In accordance with the Zoning By-Law, Section 7.4, a Major Project Site Plan Review is required. In accordance with Special Permit No. 2011-01, Section 4.2, further site plan approval is required.
