Weekend OUI Arrests in Somerville

Police arrested two in separate OUI-related incidents over the weekend.

SOMERVILLE, MA – Two men were arrested over the weekend and charged in separate OUI-related incidents in Somerville. Robert Sullivan, 35, of Dorchester, was arrested at 1:33 a.m. on Saturday and charged with operating under the influence of liquor - second offense and leaving the scene of property damage.

Ramon Lugo, 32, of Lawrence, was arrested at 2:09 a.m. that same day and charged with operating under the influence of liquor, failure to stop or yield and reckless operation of a motor vehicle.

Police arrested Sullivan after receiving reports of vehicles struck on Cedar Street. Sullivan was pulled over at the corner of Elm and Porter streets, and allegedly showed signs of aggression, clenching his fists and taking a "fighting stance," police said. Police described him as unsteady on his feet, with slurred speech and glassy red eyes, according to the arrest report.

He told police he hadn't had anything to drink that night, but officers allegedly noticed an open container of Bud Light in the center console with about three-quarters gone. Police began to administer a field sobriety test, during which Sullivan allegedly complied but cursed repeatedly and told police, "do what you got to do."

As officers were explaining the second test, a woman who was with Sullivan allegedly told him to refuse to take the test because he was going to fail. Police asked her not to interfere, but Sullivan changed his mind and refused to take any more tests. Sullivan's car allegedly had damage consistent with that of the fresh damage to cars on Cedar Street.

Inside the car, officers allegedly found multiple Smirnoff grape nips, a Bud Light six pack with two unopened cans still attached and an empty six pack strip. Sullivan was arrested and charged with his second OUI. He allegedly attempted a chemical breath test three times, but failed to complete it.

Lugo was pulled over after turning from Washington Street onto McGrath Highway and allegedly traveling the wrong way on the southbound side, nearly striking a pedestrian and other vehicles.

Police described Lugo as having a "strong" odor of an alcoholic beverage on his breath and glassy and bloodshot eyes, according to the arrest report. He allegedly told police he had three Heinekens and appetizers at Middlesex Bar in Cambridge, leaving at 2 a.m.

Lugo agreed to take a field sobriety test, police said. Based on officers' observations, he was arrested and charged with an OUI. He did not submit to a chemical breath test.
