Waltham Housing Authority Inspector Allegedly Accosted Woman in Her Apartment
The 71-year-old Watertown man has been formally charged and arraigned.

A Waltham Housing Authority inspector allegedly used his position as a ploy to enter a woman’s apartment and accost her.
Angelo Ciano, 71, of Watertown, who worked as a contractor for the housing authority, was arraigned Friday in Waltham District Court on charges of assault and battery, accosting a person of the opposite sex and attempting to commit a crime, according to the Middlesex District Attorney’s Office. Ciano was fired last May after accusations from multiple female tenants surfaced.
“Using his work as a ploy, [Ciano] allegedly entered a woman’s apartment and made improper physical contact,” Middlesex District Attorney Marian Ryan said in a statement. “We allege that he returned to her home when there was no work-related reason, abusing his job’s position of responsibility for his own purpose.”

According to authorities, Ciano entered the woman’s apartment earlier this year in his role as inspector to perform an annual inspection for damage and required maintenance. Ciano was only supposed to visit each unit once – however, he allegedly returned to this woman’s apartment and, on this second visit, attempted to kiss her and touched her inappropriately, authorities said.
According to authorities, Ciano returned to her apartment on subsequent days and knocked on the door while she was inside.

Middlesex District Court Judge Tobin Harvey released Ciano Friday, ordering him to have no contact with and stay away from the witnesses in the case. Ciano is due back in court Dec. 23.
