State Deals Setback To Redevelopment At Woburn Gelatin Plant

Leggat McCall purchased the 107-acre property from Kraft Heinz last spring.

WOBURN, MA -- Boston developer Leggat McCall needs to submit additional documentation to the Massachusetts Office of Energy and Environmental Affairs before it can move forward with plans to redevelop the Atlantic Gelatin plant site in Woburn, according to a 20-page ruling issued last week. The state agency ordered Leggat McCall to submit a draft environmental impact report that would include traffic studies, proposed flood and wetlands protection controls, and architectural plans and construction schedules.

The company wants to remake the long dormant plant into a mixed-use development that would include an assisted living facility. The company purchased the 107-acre property off of Montvale Avenue that extends into Woburn, Winchester, and Stoneham from Kraft-Heinz last spring.

In 2016, Leggat McCall backed out of a deal to acquire the property. It has since acquired two adjoining properties that were also part of Heinz Kraft's property holdings in Woburn. In marketing materials, the combined parcel has been dubbed "Montvale Hill," and is being promoted for uses beyond the assisted living facility.

Combined, the parcels include 107 acres and include frontage on Route 93. The petition that will be discussed June 5 only involves the parcel that includes the 396,522 square foot manufacturing plant that was closed in 2016.
