1 Arrested; 2 More Sought After Post-Vigil Fireworks Incident

Kyle Toledo of Hooksett faces reckless conduct, riot charges; police seek tips on Dylan Smith of Deerfield and Antwan Stroud of Manchester.

MANCHESTER, NH — Police in New Hampshire's largest city have arrested a Hooksett man and are attempting to find two others who they accuse of causing mayhem and chaos Tuesday after a peaceful George Floyd vigil in Stark Park organized by Black Lives Matter.

A 48-hour investigation of "several videos of people being disruptive and acting recklessly on South Willow Street" by Manchester police led to warrants against three people. Kyle Toledo, pictured left, 20, of Hooksett was arrested Thursday on reckless conduct and riot charges. Police are also attempting to arrest Antwan Stroud, 18, of Manchester on criminal liability for the conduct of another, reckless conduct, and riot charges, and Dylan Smith, right, 23, of Deerfield on three felony riot counts.

"One of the videos shows a group of people yelling profanities at police officers and a male lighting a firework and throwing it over the heads of others," said Heather Hamel, the public information officer for the Manchester Police Department. "It landed in an occupied parking lot. The video also shows a group surrounding an occupied police cruiser, kicking it and spitting on it."

Hamel also accused a person of throwing a rock at uniformed officers, and a water bottle at a bus and other officers.

"The Manchester Police Department wants the public to understand that although the protests of that night have ended, incidents that occurred are still being investigated," Hamel said. "The disruptive, criminal behavior will not be tolerated."
