After Arrest, Heroin Dealer Starts Selling Again: Cops

Concord Police: Melissa Monette was arrested again on more charges after she allegedly re-started her heroin and fentanyl sales operation.

CONCORD, NH - An alleged drug dealer arrested in January was arrested again this month on more charges, according to an arrest report and court affidavits.

Melissa A. Monette, 23, of Keyes Hollow in South Acworth, was arrested at 5:58 p.m. on Feb. 16, 2016, and charged with two counts of sale of controlled drugs and two counts of default or breach of bail conditions, all felonies.

Monette was arrested on Jan. 14, 2016, after an investigation this summer at the Alton Woods apartment complex, according to court documents.

The first investigation started in mid-July 2015 when a cooperating individual helped a detective line up a heroin transaction, allegedly with Monette, involving $120 worth of the drug. The detective and the individual allegedly met with her at Alton Woods in one of the parking lots. The individual entered a building and then came out with an off-white powdery substance that later tested positive for heroin.

On July 16, 2015, another transaction was arraigned for the Irving gas station on Loudon Road, allegedly involving $100 worth of heroin. A third transaction – on July 22, 2015 – was reportedly lined up for $120 worth of heroin at Alton Woods again, according to a court document.

A warrant was issued for Monette’s arrested on Jan. 6, 2016, and she was picked up eight days later and released on personal recognizance bail with a mid-March court date.

On Jan. 19, 2016, the detective involved in the first case started another investigation against Monette after a tipster alleged that she was selling heroin again despite the arrest.

The cooperating individual met with the detective and then, allegedly lined up a $200 buy from Monette, again at Alton Woods, according to a court affidavit. Two detectives then met with the cooperating individual, gave the person currency, and an audio recording/monitoring device in order to record the transaction. The second detective and the cooperating individual allegedly met Monette in the hallway of the building where they reportedly purchased $200 worth of drugs that later tested positive for fentanyl.

Two days later, according to court documents, a second alleged drug deal was arranged between the cooperating individual and Monette for $100 of heroin at the Steeplegate Mall. The individual was given cash again and then a recording device, according to the report.

A third detective was stationed in the mall and reportedly saw the individual meet with a man near the women’s bathroom. Monette reportedly showed up and allegedly had a hand-to-hand transaction with the cooperating individual, according to the court affidavit.

The drug in this alleged exchange, however, tested negative for heroin, according to the report.

An affidavit was issued for Monette on Feb. 16, and she arrested and held on $40,000 cash bail. She was arraigned on Feb. 17.
