After Being Featured As A Fugitive, New Hampshire Felon Surrenders: Follow-Up

CONCORD, NH — A felon from New Hampshire, who was featured as a fugitive of the week last week, due to a parole board warrant, is in custody.

Norman Robert Chapman, 34, was featured on Wednesday after absconding from supervision in December 2024. After being featured, he arranged to turn himself in Thursday to the Newport Field Services District Office on a New Hampshire Parole Board warrant, state officials said.

“Chapman was wanted on a parole violation, related to an underlying conviction for Dissemination of Private Sexual Images,” officials said, “upon learning he was featured, Chapman contacted his probation parole officer to arrange turning himself in … Chapman is currently being held at Sullivan County Department of Corrections awaiting transportation back to New Hampshire State Prison for Men.”

According to court records, Chapman was accused of dissemination of private sexual images in Keene in June 2018. About four months later, he pleaded guilty to one count and received a one- to four-year sentence, all suspended for five years and two years of probation. Thirteen months later, he was accused of a probation violation.

In Claremont in November 2019, he was accused of stalking and criminal mischief. Chapman was charged in March 2020. He pleaded guilty to a mischief count in October 2021 and received a 12-month sentence and a $2,044.34 fine, with 239 days of time served credit. His sentence was amended in March 2022 and he was ordered to pay $500 in restitution instead to the corrections department.

In January 2020, Chapman was accused of another count of dissemination of private sexual images in Keene. In October 2021, he pleaded guilty to the count as well as bail jumping and received a 12-month sentence, with 229 days time served credit, and a three-to-six-year sentence, suspended for 10 years. Also, on that day, he was found in violation of probation and received a two-to-five-year sentence, 164 days of time served, and 229 days of time served.

A theft charge from September 2019 out of Newport surfaced and Chapman was charged in October 2021. He pleaded guilty and received a 12-month sentence suspended for five years.

Chapman was arrested in Newbury on an operating after being certified as a habitual offender charge in December 2023. He had several hearings and a warrant was issued for his arrest in November 2024 after he missed a plea and sentencing hearing.
