After Rebuffed Advances, Concord Man Grabs, Assaults Ex: Report
Police: After requesting to "lay," Jonathan Lugg allegedly kissed and then assaulted the woman after she fought back, tried to kick him out.

CONCORD, NH — A local man with a number of arrests during the past seven years is in more trouble after allegedly assaulting his ex-girlfriend after she rebuffed his drunken advances to lay with him, according to an arrest report and court affidavit. Jonathan C. Lugg, 29, of School Street in Concord, was arrested on Aug. 25, 2016, for was arrested at 2:37 a.m. on Aug. 25, 2016, for four counts of simple assault, four counts of domestic violence-simple assault, and false imprisonment after an alleged incident on School Street.

According to police, on Aug. 21, at just before 8 p.m., police were sent to School Street for a domestic disturbance with dispatch advising that they could heard a woman arguing with a man before the line disconnected. After arriving, an officer spoke with the victim who alleged that her ex-boyfriend – Lugg – would not leave and had assaulted her, according to a court affidavit.

The woman was talking on a cellphone and “appeared emotionally upset” about the incident. She alleged that they had been arguing earlier in the day. They had been dating for about six months and then, she broke it off a few weeks ago.
On that night, she heard the door to her apartment open and close and went to investigate. When she entered the hallway, she saw Lugg and he was allegedly “clearly intoxicated,” according to the affidavit. She said she didn’t want to deal with him and asked him to leave but he allegedly stated that he wanted to “lay” with her. As the victim went to walk past Lugg, he allegedly “reached over and placed both hands behind her neck and pulled her close,” she alleged, and “began to kiss her neck aggressively.” She tried to pull away but he reportedly wouldn’t let go and held her against his body, according to the report.

“(The victim) said that the ‘struggle’ continued into the living where they both ended up on the floor,” the officer wrote.
When asked if he pushed her, she wasn’t sure because it happened so fast but alleged that he got on top of her a pinned her to the ground with one hand on her shoulder and another on her neck. She stated she was pushing and kicking, trying to get him off, but he allegedly kept kissing her, according to the report. The victim was able to reach the couch and pull herself up while continuing to hit Lugg telling him to get off.
“(The victim) said that she positioned herself on the couch, at which point Jonathan grabbed her neck with one hand and grabbed her hair with his other hand. (She) said that Jonathan was still trying to get her to ‘lay down’ with him and kept kissing her.”
The victim stated she felt helpless but kept yelling numerous times to stop and leave but he allegedly wouldn’t listen, according to the report. She eventually got to her feet but he was allegedly still holding onto her shirt. She said that she had to go the restroom and was able to break free of his hold, ran out of the house, and called police.
The officer attempted to call Lugg several times and each call went to voicemail, according to the report. A warrant was submitted that night and issued the next day. Lugg was picked up three days later.
According to posts on Patch and police departments online, Lugg has been arrested a number of times during the past few years including on criminal mischief and resisting arrest charges in July on South State Street. In June 2014, when Lugg was residing in Hooksett, he was arrested on West Street on a felony warrant for criminal liability for the conduct of another. In January 2013, he was arrested in Pembroke on bench warrants out of Concord District Court. When he was living in Canterbury in August 2013, he was arrested after a motor vehicle stop in Pembroke on a Concord District Court warrant, according to police. In October 2012, he was arrested for negligent driving. In July 2009, he was living in Loudon and was arrested on a Concord District Court warrant in Pittsfield, according to the Suncook Valley Sun.
