According to a court affidavit, at around 8 p.m., a Concord Police sergeant was at the Dunkin’ Donuts on Manchester Street conducting surveillance on another case when he observed a man and two women in a black Saturn sedan parked in the parking lot. The man was in the driver’s seat of the vehicle and allegedly tied a string around his arm and injected himself with a needle while parked in the parking lot.
The sergeant called for backup and then made his way to the sedan but before he arrived, the male driver drove the vehicle to a gas pump at the Cumberland Farms on Manchester Street.

The driver, later identified as Chamberland, and the passengers then entered the store.
Other officers arrived at the scene and one of the female passengers exited the store. While speaking with the reporting officer, she allegedly confirmed that Chamberland had shot up drugs at Dunkin’ Donuts, according to the affidavit. A second officer and the sergeant made contact with Chamberland in the store where he allegedly denied using drugs.
Dispatch checked Chamberland’s license and found he was under suspension since July 2013 after being found guilty of operating after revocation in Concord District Court. He was then arrested. During a pat down, the reporting officer allegedly found three plastic bags of a solid white substance in his pocket. When asked what it was, Chamberland alleged stated that it was three fingers of heroin (27 grams).
“Chamberland then warned me to be careful (because) he had a needle in his other pocket,” the officer alleged.
A syringe, spoon, and two other small plastic bags with white powder were allegedly found in his pocket. In his wallet, police allegedly found a strip of Suboxone, something he reportedly stated he didn’t have a prescription for, according to the report.
A field test of the powder came back negative for heroin but is believed to be fentanyl, according to the court affidavit, a little less than $3,000 worth.
Chamberland refused to see a bail commissioner and was put on a 72-hour hold by his probation officer.
In March 2014, Chamberland was part of a statewide manhunt by Boscawen Police who were looking for him in connection with a number of burglaries in that community in 2013 after he allegedly failed to appear in court in Manchester, according to a post on Concord NH Patch. He was also suspected in a number of incidents of break-ins on Loudon Road in February 2014. Later, he was charged with stealing a battery charger from the Walmart on Loudon Road in March 2014. Chamberland lost his license for DWI in April 2008 and was arrested in June 2013 for driving after revocation or suspension.
