Man From Concord Arrested On Stalking And Protective Order Charges After Incident At City Garage

CONCORD, NH — A man from Concord, with prior arrests, was charged with domestic violence, stalking, and protective order charges after being accused of violating an order in a city garage.

Around 2:30 p.m. on May 26, officers were sent to an area behind the Durgin Block Street Garage on School Street for a report of an unwanted guest. A general services employee requested the police move some people along so they could clean up the area.

The officers identified three people: A man in his mid-50s with several prior charges, a woman in his early 60s, and Johnny D. Burrows, 62, of Liberty Street in Concord. Dispatch said there was an active order between Burrows and the woman, a report said. He was not to be standing within 300 feet of the woman, the report stated. The officer said the pair was sitting approximately 5 to 6 feet apart, by the dumpsters between the garage and Center Point Church, in violation of the order.

When asked how they knew each other, Burrows said they had been friends for a long time, according to the report. She said they were previously in a relationship 20 years ago, the officer wrote.

When asked about the order, Burrows said he did not know, but they had tried on multiple occasions to have it dropped, and it remained in place until 2029, the report stated. After speaking to a watch commander, who confirmed the order was active, Burrows was arrested on domestic violence-stalking and protective order violation charges.

A check of the order at police headquarters found it was issued in March 2022 by a Chichester police lieutenant and was extended twice through 2029 in Concord District Court.

Burrows was held at the county jail. He is due back in Concord District Court for trial on June 23.

According to reports on Patch, Burrows has previously been arrested on stalking, violation of a protective order, driving while intoxicated, criminal trespass, resisting arrest or detention, criminal mischief, and criminal threatening charges. In February 1993, he was convicted of driving under the influence, according to court documents.
