CONCORD, NH — The District of New Hampshire-New Hampshire Joint Fugitive Task Force is attempting to locate a potentially armed and dangerous fugitive with drug and other criminal history accused of skipping a court appearance.
John Arthur Cathcart is 55, about 5 feet, 10 inches tall, and weighs 165 lbs. Originally from Colorado, he has blue eyes and brown hair. Cathcart has a number of tattoos including on his left hand, chest and back, upper right and left arms, and the name "Cassie" on his neck, as well as one on his left calf, according to Jeffrey White, a deputy marshal.
"Cathcart is wanted on multiple outstanding warrants issued by Belknap County for failing to appear on multiple narcotics charges as well as a felon in possession of a firearm charge," White said. "Cathcart's last known address is in Laconia where he has several friends and associates throughout the area."
Based on his current charges, the task force is warning Cathcart should be considered "armed and dangerous" and is "known to abuse drugs," White said.
According to court documents and online police logs and reports, Cathcart has been arrested and convicted numerous times in Belknap County since the late 1990s.
Cathcart was arrested in Belmont on a driving while intoxicated on drugs or liquor charge in November 1997 but was found not guilty in November 1998. In April 2006, he was charged with intoxication or under influence of drugs in Laconia. Cathcart was arrested on simple assault and resisting arrest charges in June 2007 and a bench warrant in Laconia in November 2008.

In March 2017, he was arrested in Belmont on two counts of fraudulent use of a credit card and in August of that year, Cathcart was convicted on a controlled drug: acts prohibited charge out of Laconia from October 2016. He was arrested in November 2017 on a drug dealing charge but the charge was later dropped. Cathcart was also arrested on a bench warrant and a deal/possess prescription drugs charge in Gilford in March 2018.
Cathcart's latest charges were from August 2019 in Laconia. He was scheduled to appear at a dispositional conference on July 17 but failed to show up, according to the Belknap County Superior Court.
