The man took a left on 19 South Street, saw the officer’s cruiser and turned into a driveway. “As I passed, I saw him crouched down by a car in the driveway,” the officer wrote. “After I passed, I saw the man leave the driveway and walk in the opposite direction.” The officer reportedly turned the cruiser around and stopped the man at the intersection of South and Fayette streets.
