Barricaded Man At State Complex In Concord Was Inmate On Work Program

Tad Emerson, a sexual assaulter in a correction's minimum security work program, has been charged with felon in possession and resisting.

CONCORD, NH — A minimum security inmate on a work program is facing new charges after being accused of barricading himself inside a room in a building at the Hugh Gallen State Office Complex in Concord on Tuesday afternoon.

Tad Emerson, 33, has been charged with felony felon in possession of a dangerous weapon and resisting arrest or detention after state police were sent to 127 Pleasant St. around 3 p.m. for a report of a man barricaded inside a building with a knife. According to Tyler Dumont, a public information officer for the state police, said troopers with the Crisis Negotiation Unit “attempted to negotiate with Emerson for approximately five hours before he was taken into custody and returned to the New Hampshire State Prison for Men.”

Emerson will be arraigned at a later date, Dumont said.

Dumont said employees and residents of the state complex were asked to avoid the area until the situation was resolved.

According to superior court records, Emerson is a felon due to aggravated felonious sexual assault and acts prohibited convictions out of Dover from 2014. He was accused of controlled drug possession in August 2013 in Dover and charged about a year later. Emerson was accused of four counts of aggravated felonious sexual assault and three counts of child endangerment, all felonies, in December 2013. The victim was seven at the time of the incidents, according to court records. He was charged in January and March 2014.

According to Fosters.com, the girl accused Emerson of assaulting her while she was with her family. When police were able to find him, he was brought to a hospital due to making suicidal comments and admitting to using crystal meth.

Emerson took a plea deal and received four 10- to 30-year sentences with 249 days of credit for time served and much of the sentence suspended. He also pleaded guilty to the drug charge in September 2014 and received an eight-day sentence and a $434 fine.

In July 2018, he was accused of delivery of articles to prisoners and pleaded guilty to the charge, receiving a one-and-a-half to three-year sentence, suspended.

Emerson’s sexual assault convictions were amended in January 2022 to stand committed, allowing him to be paroled after a sex offender program while having no unsupervised contact with minors when released. According to court records, he was given a work release in August 2023.
