Other officers went to North State Street to set up staging perimeter around the apartment. Police later realized it was Martin who had a history of interaction with the police and was known to have access to firearms. They also made contact with the man’s family and landlord, who also showed up at the scene.

According to scanner chatter, Martin told some of the civilians assisting at the scene that he in Boston earlier today for a medical appointment and was chastised by the physician for driving when he wasn’t allowed to drive. One of the officers wondered if he had had contact with police while in Massachusetts. It later turned out that Martin was actually at Concord Hospital, according to one of the civilians at the scene. Family members also told police they were speaking to him on the phone and while he didn’t see any police outside, he expected them, according to comments on the scanner.

All the officers were in place at around 8:50 p.m. at the apartment preparing for Martin to come out.

“All units, he’s being told not to come down without the shotgun,” one of the officers told other officers staged at the scene. “We’re working on getting him out of the apartment right now … I told him to get his hands up.”

At around 9:08 p.m., the landlord made contact with Martin. About three minutes later, the arrest team moved in and arrested him.
