Concord Police Department Annual Awards Recognition 2017

Detective Chris DeAngelis was named Officer of the Year while Fiscal Technician III Loretta Emerson was named Civilian Employee of the Year.

CONCORD, NH — The Concord Police Department recently held its annual awards ceremony to recognize officers and civilian employees for demonstrating extraordinary efforts in the performance of their duties.

Detective Chris DeAngelis received Police Officer of the Year in recognition of his high degree
of motivation and dedication and commitment to service to the public. Chris joined the Concord Police Department in 1999 as an Officer in the Patrol Division. He also served as the Evidence & Property Officer in the Criminal Investigations Division and is currently assigned to the Criminal Investigations Division as a Detective in the Youth Services Unit.

Chris is recognized as an exceptional investigator with a very diverse skill set who is often relied upon for consultation by other investigators, officers and outside agencies. He is a self-starter with a high level of motivation and dependability who performs his duties with meticulous attention to detail. He currently holds several specialties which include: Accident Reconstructionist, Evidence Technician, Intoxilyzer Operator, Identi-Kit Artist, Defensive Tactics Instructor, Arson Specialist and member of the Concord Police Department’s Honor Guard. He also served as a member of the TAC Team for seven years.

Chris serves as the Merrimack County Attorney’s Office liaison with CPD which resulted in the preparation and presentation of approximately 350 felony cases to the Merrimack County Grand Jury in 2016.

As an Accident Reconstructionist, Chris has participated in numerous fatal and serious bodily injury accident investigations. He is rated as one of the top crime scene/evidence technicians in New Hampshire. As such, he has been instrumental in the development and continuing education of officers new to accident reconstruction or evidence technician specialties. His knowledge and ability to effectively communicate complex technical material sets him apart as a leader and teacher.

Fiscal Technician III Loretta Emerson received Civilian Employee of the Year in recognition
of her extraordinary efforts in the performance of her duties. Lori joined the Concord Police Department as a Complaint Clerk in 1985. She has served as Clerk Typist, Senior Clerk, and Fiscal Technician III.

Lori serves a vital role in procuring equipment, budget management, financial transactions and financial documentation. As a result of her skill set, she has provided support to many members of the Department by assisting them in the creation and maintenance of new databases and spreadsheets, as well as working with them to streamline several work processes.

She is known for being a hardworking, conscientious professional who is able to do what is needed to “get the job done.” She takes on projects and works toward improving efficiency and operations.

Her vast amount of knowledge accumulated during her tenure allows her to offer a historical context for many of the administrative functions of the Department. It is a valuable resource that she has utilized during her participation as an active member of several City and Department committees.

Lori also offers her skills and enthusiasm in the planning and execution of the highly successful National Night Out event and she serves as Treasurer for the Concord Regional Crimeline. She is a long term member of the CPD History Team and has been successful in assisting in the acquisition of many CPD historical items now on display throughout the building.

Tina Smith received a Citizen Letter of Appreciation in recognition of the valuable role she has played in our community and with the Concord Police Department. For the last four years she has served as the Volunteer Coordinator for the National Night Out event. In addition, she has given her time and skills to many other charitable organizations and events, including “Walk A Mile in Her Shoes” and “Making Strides Against Breast Cancer.”

Nancy Mellitt received a Citizen Letter of Appreciation in recognition of the valuable role she has played in our community and with the Concord Police Department. Her assistance with the “Stuff A Cruiser” campaign resulted in the collection of over three tons of food and more than $1,500 in cash donations. She also volunteers her time and skills for the Concord Regional Crimeline Golf Tournament and the Concord Boys & Girls Club.

Emily Rice received a Citizen Letter of Appreciation in recognition of the valuable role she has played in our community and with the Concord Police Department through her work as the United States Attorney for the District of NH. She has also been very active in partnering with CPD in combatting the opioid crisis and violent crimes. She has attended and participated in several community functions involving CPD.

Master Police Officer Dana Dexter received a Commendation Bar for Lifesaving and Officer Thomas Sheveland received a Letter of Commendation for their efforts in reviving a 29 year old female who wasn’t conscious due to an overdose. After officers revived her by using an AED and CPR, Fire Department personnel arrived and administered Narcan and transported her to the hospital.

Officers Benjamin Mitchell and Jason Garrahan received Commendation Bars for Lifesaving for reviving a male who was unconscious and not breathing. Officers revived him by deploying the AED and administering CPR and Narcan nasal spray.

Officer Daniel White received a Commendation Bar for Lifesaving for reviving an unresponsive male on the golf course at Beaver Meadow. He used an AED and CPR and was able to revive him before he was transported to the hospital.

Officer Cassandra Brown received a Commendation Bar for Lifesaving as a result of her actions on a call for an overdose. She performed CPR until Bow Fire Department personnel arrived and administered Narcan. The subject was transported to the hospital.

Detective Joseph Chaput received a Commendation Bar for Meritorious Service for his investigation of a case involving a female who was being impersonated online. He was able to identify the suspect who hid behind many layers of computer data and IP locations. Felony charges were brought against her for Identity Fraud and Computer Related Crime-Fraud.

Officers Michael Adam and Christian Lovejoy received Commendation Bars for Lifesaving for their efforts on a call for a drug overdose. Officers performed CPR and Fire Department personnel administered Narcan. The subject was revived and was transported to the hospital.

Officer Jennifer Carew received a Commendation Bar for Meritorious Service and Sergeant Barrett Moulton received a Letter of Commendation for their efforts in the arrest of a suspect involved in a domestic violence incident. The suspect fled on foot and Officer Carew engaged in multiple struggles with him while he attempted to take her firearm and also reached for a chisel concealed in his waistband. Sgt. Moulton assessed injuries sustained by another officer on scene and assisted Officer Carew in gaining control of the suspect and taking him into custody.

Master Police Officers Scott Fanjoy and Joseph Russell received Commendation Bars for Lifesaving and Sergeant Ranee Boyd received a Letter of Commendation for their actions in response to a call for a suicidal woman who was cutting her wrists and had barricaded herself in a room. Officers forced open the door, took the razor blade from her and recovered a knife that had been hidden from view underneath her.

Master Police Officer Thomas Yerkes received a Commendation Bar for Meritorious Service for his investigation of the theft of $40,000 worth of US postage stamps from Concord Litho. As a result of his work the suspect was arrested and the stamps were returned from their location in Rumford, ME.

Detective Robert Buelte received a Commendation Bar for Meritorious Service and Detectives Matthew Casey and Brian Womersley received Letters of Commendation for their investigation of a drug overdose which resulted in the death of the female victim. The victim’s boyfriend, a known heroin dealer, was a suspect in her death as well as in other overdose deaths. He was convicted of charges in two deaths and sentenced to 25 years to life in prison.

Detectives Bryan Croft, Andrew Pellecchia and Brian Womersley received Commendation Bars for Distinguished Unit Action and NH State Trooper Kevin LeBlanc received a Letter of Commendation for their investigation of a case involving multiple burglaries and thefts during the late fall of 2016. As a result, charges were brought against the suspects for crimes in Concord and other jurisdictions.

Detectives Wade Brown, Robert Buelte, Michael Cassidy, Joseph Chaput, Julie Curtin and Nicole Murray received Commendation Bars for Distinguished Unit Action and Master Police Officer Carl Notarangeli and Detectives Bryan Croft, Chris DeAngelis and Brian Womersley received Letters of Commendation for their investigation of a case involving a cellular phone containing child sexual abuse images. It was discovered that the phone belonged to a registered sex offender who was trying to contact the victim in the images. He was located and charges were filed against him.
