Concord Police Log: 100 mph on I-393 Leads to Reckless Conduct Charge
Plus, a Care Package Campaign employee allegedly jumps, assaults another employee over drugs and Hudson, Weare residents are busted for DWI.
Emily Lynds, 22, of Route 131 in Perkinsville, VT, was arrested at 5:04 p.m. on Sept. 16, 2015, for felony possession of controlled drugs. The charge stems from an incident in September 2011 at the Comfort Inn on Hall Street in Concord. Lynds was arrested by Lebanon Police and picked up by a Concord officer at Exit 9 in Warner. She is due in court on Oct. 26.

Chelsea A. Houston, 22, of Water Street in Boscawen, was arrested at 11:15 a.m. on Sept. 14, for possession of drugs. Also arrested on a possession charge was Arthur Liesner, 30, a registered sex offender and homeless man now located in Belmont. Officers stopped a Honda Accord driving on Green Street with an expired inspection sticker. The driver, Houston, reportedly stated that the vehicle needed some repairs and that’s why it was uninspected. She also stated she was given a summons for the vehicle previously, according to the report. The officer allegedly smelled marijuana coming from the vehicle and went back to the cruiser to write her another summons. After handing her the summons, he asked her to step out of the vehicle to speak about the marijuana he was reportedly smelling. She allegedly admitted to being in possession and consented to search the vehicle. Both marijuana and a glass smoking devise were allegedly found in the vehicle. Both Houston and Liesner, a passenger in the vehicle, were arrested.

Jacob P. Gagnon, 22, of Merrimack Street in Penacook, received a summons at 3:53 p.m. on Sept. 12, for driving after revocation or suspension after a traffic stop on North State Street for driving a Honda Civic with an expired inspection sticker. While checking the vehicle, Gagnon was found to have a suspended license. The DMV suspended his license on Aug. 27, 2015, for failure to pay fines. He was issued a summons and is due in court on Oct. 26.
Patricia Joseph, 39, of Lufkin Road in Weare, was arrested at 10:21 p.m. on Sept. 10, for driving while intoxicated. An officer reportedly saw a vehicle stop on Park Street and then cross in front of a car on North State Street causing it to brake quickly and honk its horn. The officer stated that “the operator’s speech was slurred and that she didn’t even see the car coming,” according to the report. The officer walked up to the vehicle and spoke with the driver, Joseph, who was smoking. The two discussed the issue at the stop sign and he alleged that she had slurred speech and red puffy eyes. Joseph agreed to perform field sobriety tests and was then arrested. She’s due in court on Sept. 29.

Aaron Drew, 26, of East Side Drive in Concord, was arrested at 10:15 a.m. on Aug. 17, for forgery and two counts of receiving stolen property, all felonies, as well as three counts of driving after revocation or suspension from June 2015 at Merrimack County Savings Bank and TD Bank. Drew was arrested by an officer after a detective was canvassing the area of East Side Drive and came across Drew, who had active warrants on the charges.
Richard M. Lafond, 48, of Front Street in Pembroke, was arrested at 9:25 a.m. on Aug. 17, for driving after revocation or suspension and suspended registration after a traffic stop on Hazen Drive. According to the officer, the suspension came up after a check of Chevrolet Trailblazer driving on Loudon road. Lafond had a suspended license for default court summons on Aug. 1, 2015. He reportedly told officers he had an unpaid ticket and was going to the DMV to pay it.
John A. Skribiski, 23, of Gowing Road in Hudson, was arrested at 2:37 a.m. on Aug. 17, for driving while intoxicated. An officer saw a vehicle driving down Franklin Street at “a fast pace and appeared as if it was going to collide with my cruiser when it drove past me,” the officer alleged. The Hyundai later jerked abruptly in the middle of the road and appeared as if it was going to miss the turn from North Main Street onto Bouton Street where it crossed over the yellow lines. The vehicle was stopped and the driver, Skribiski, allegedly had red eyes and smelled like alcohol. After some back and forth about how many drinks he reportedly consumed that night at a friend’s house on Essex Street as well as field sobriety tests, he was arrested.
Christopher R. Porter, 20, of Whitewater Drive in Concord, received a summons at 11:20 a.m. on Aug. 16, for driving after revocation or suspension. Officers, a sergeant, and Concord Fire and Rescue teams were all called to Peabody Street for a report of an unconscious person parked in a Toyota that had its engine running. A fire lieutenant shut off the vehicle’s engine and Porter reportedly woke up. He allegedly told officers that he was tired so he pulled over to take a nap and despite previously overdosing on heroin last year, reportedly denied he was on drugs. A check of his license yielded a suspension from April 2014 and a previous operating after suspension conviction from June 2012 in Hooksett District Court. He was later transported to the hospital and given a summons.
Richard E. Richey, 24, of Isabella, CA, was arrested at 1:21 a.m. on Aug. 16, on a simple assault charge. Officers were sent to the Days Inn on South Main Street where a man from Tennessee reported being assaulted by other motel patrons. The man stated that he and the others were traveling sales people working for the Care Package Campaign, an effort to raise money to send goods to troops overseas, and had been in New Hampshire about a month. Two brothers who were also working with the group reportedly asked if they could talked to him and then, they alleged jumped and pushed him to the floor. He said he was punched and kicked several times and alleged that Richey was one of the brothers. “(He) stated that they kept asking him about drugs but he denied having any,” the officer reported. “(He) stated that after being jumped, (the brothers) left with someone else in a white cargo van with Texas license plates.” He said the incident might also be related to another CPC employee getting fired due to a drug test issue. The man was treated at the scene by Concord Fire and Rescue teams. His girlfriend also shared a witness statement. Another officer found the van at the McDonald’s Restaurant on South Main Street. Richey’s brother allegedly told the officer that Richey began arguing with the man and “got into Richard’s face at which point Richard took a swing at him and they began fighting,” according to the report. They left and then went to a bar. After some back and forth and speaking with all parties, Richey was arrested.
Sergey W. Harman, 28, a homeless man now located in Concord, received a summons at 6:48 a.m. on Aug. 16, for driving after revocation or suspension after a traffic stop at South Fruit and Clinton streets for an uninspected vehicle. His license was suspended for DWI in Connecticut but he thought it should be valid since he paid his fines, according to the report. He was released on a summons. Later, the officer found out that his license was suspended in May 2014 for failing a chemical alcohol test.
