Concord Police Log: Early Morning EBT Card Problem Leads to Charges
Plus, repeat DWI offender allegedly caught again; woman with a baby summoned for panhandling.

Crystal Ellison (pictured), 33, of Rumford Street in Concord, was arrested at 1:57 a.m. on Sept. 7, for criminal trespass and disorderly conduct charges. Officers were sent to the Cumberland Farms on North Main Street for a report of a woman who refused to leave the store. The officers approached the woman, later identified as Ellison, who allegedly “began ranting about how she was hungry, poor, and ‘pissed off.’” Ellison was reportedly having a problem with her EBT card and needed money for food. While officers tried to calm her down, she reportedly continued to scream and swear in the store. When warned repeatedly to lower her voice, she allegedly ignored officers, continuing to scream that she was hungry. She also kept putting her hands in her pockets and officers asked her to refrain from doing so. When she reportedly didn’t listen, she was cuffed. After being taken into custody, “her behavior drastically changed and she was completely calm,” the officer reported. Ellison later apologized for her behavior, blaming it on being hungry, while reportedly laughing nervously.
Kage W. Harrigan, 24, of Centre Street in Concord, was arrested at 12:48 a.m. on Sept. 9, on driving while intoxicated and driving while intoxicated, second offense, charges. While patrolling South Main Street, a vehicle with a Maine license plate passed the officer without any lights on. The vehicle was pulled over at the intersection with Pleasant Street. The driver, Harrigan, allegedly had bloodshot and glassy eyes and smelled like alcohol. He reportedly admitted to being arrested previously for DWI. He agreed to a field sobriety test and was arrested. A records check yielded a conviction in January 2010 in Ossipee District Court.
Susan Lee Anderson, 52, of Pitman Street in Concord, was arrested at 9 a.m. on Sept. 9, on a simple assault charge from Aug. 25, at Concord Hospital. She was arrested at the Merrimack County House of Corrections.

Sheree Christine Fournier, 21, of Kearsarge Mountain Road in Warner, was arrested at 12:10 p.m. on Sept. 9, on driving after revocation or suspension and suspended registration charges. She was stopped after driving a Chevrolet Trailblazer through a red light on North State Street. Fournier’s license was suspended on Aug. 3, for default so she was arrested.
Phillip Aaron Bailey, 51, a homeless man now located in Manchester, was arrested at 6:32 p.m. on Sept. 9, and charged with two counts of forgery and two counts of theft by deception, all felonies. The charges stem from alleged incidents on Aug. 22, at the Centrix Bank against the Smith Pump Co. in Hooksett and TD Bank NH against Superior Interiors of Hooksett. He was arrested in Manchester.

Kearsten Rae Simpson, 20, of Sheep Davis Road in Pembroke, was arrested at 7:40 p.m. on Sept. 9, and charged with three counts of endangering the welfare of a child/incompetent from Sept. 5, at Health and Human Services on Terrill Park Drive. Pembroke Police arrested her. She was arraigned on Oct. 20.
Nicholas Shupe, 21, of Bog Road in Concord, was arrested at 11:40 p.m. on Sept. 9, on simple assault and criminal mischief charges. Officers were sent to an apartment on Bog Road for a domestic disturbance where the alleged assaulter, Shupe, had already left. The woman alleged that the two had an argument after he returned home from work. Shupe “started screaming in her face” and she said she would leave. He allegedly stated, No, and that something bad would happen if she did leave. Shupe then allegedly head-butted and punched a bedroom door and punched a bathroom wall and began calling her names and shoved her against a wall while grabbing her arms. He reportedly started apologizing, begging her not to leave, and asked for another chance, she said. When she said No, “Shupe pushed his head against her head and told her she couldn’t leave,” the report stated. She said she was calling police and then Shupe called his dad instead. When he arrived, he told Shupe to sit down but he allegedly started yelling again. Later, the two of them left. Officers later caught up with Shupe on Spruce Street and he was arrested.
Brian David Herra, 51, a homeless man now located in Concord; Jason William McCormick, 37, a homeless man now located in Concord; and Herbert N. Thibeault, 50, a homeless man now located in Concord, were all arrested at 10:02 a.m. on Sept. 10, for possession of alcoholic beverages on public property (the NH DOT building off Stickney Avenue). While patrolling downtown, officers found all three men with Natty Daddy beer cans in their hands and were all arrested. Since Thibeault was out on bail, a breach of bail charge was added to his arrest.
Jason Edward Brooks, 35, of Washington Street in Concord, was arrested at 6:10 p.m. on Sept. 10, on a bail jumping charge from July 7, at Sixth Circuit Court of Concord.
Shannon Marie Gibson, 37, of West Street in Concord, received a summons at 6:05 p.m. on Sept. 10, for passing of items to or from the occupant of a motor vehicle, at the Fort Eddy Plaza. Officers reportedly saw Gibson panhandling with a baby stroller and she allegedly stepped out into the street for a donation, an ordinance violation. The officer checked on the child in the stroller, who seemed in good health. She was later given a summons.
Hussein Saad Hindal, 21, of Merrimack Street in Concord, was arrested at 8:35 p.m. on Sept. 10, on two theft by unauthorized taking or transfer from the Kentucky Fried Chicken on Loudon Road on July 3, and July 4.
Richard E. Crowther, 34, a homeless man now located in Concord, was arrested at 4:03 a.m. on Sept. 2, and charged with disorderly conduct and resisting arrest or detention. According to an arrest report and court affidavit, officers were sent to a report of two men running into the middle of Hall Street. The officers headed to the area and found Crowther who was allegedly slurring his speech and was “nonsensical.” He denied running into traffic. A witness, however, reportedly identified him. “Crowther was rude, uncooperative and disrespectful throughout my interaction with him,” the officer report, and reportedly physically refused to allow himself to be fingerprinted. Crowther was held without bail.
