Concord Police Log: Pine Needles in Windshield Wipers Leads to Crash
Plus, illegal U-turn leads to warrant arrest and man arrested for allegedly slamming his girlfriend's face into a car.

Ashley L. Cooper, 27, of West Parish Road in Concord, was arrested at 5:45 p.m. on Nov. 8, 2015, on a warrant from Laconia Police for possession of controlled/narcotic drugs that was issued on Nov. 6, 2015. Cooper is due in court on Jan. 14, 2016.

Deb Parent, 21, of Cooksville Road in Plymouth, was arrested at 5:09 p.m. on Oct. 31, on outstanding warrants from Plymouth Police for theft. An officer was informed that there were active warrants for Parent who might be living in a van in Walmart’s parking lot. During the officer’s shift, he went to the parking lot and saw the van and a person in the driver’s seat. As the officer approached, he noticed “a silhouette frantically moving about within the rear part of the van.” The woman was asked to exit the van and speak with the officer. During questioning, the woman stated that she had her purse stolen and had no ID. She reportedly stated her name was Jessica. “After a brief conversation, the female presented a deflated body posture and told me that she was in fact, Debbie Parent,” the officer alleged, “further stating she was aware of the fact she had outstanding warrants for her arrest.” She was arrested and driven to Tilton for an exchange with Plymouth Police.

Kendal Bamberger, 25, of Blevens Drive in Bow, received a summons at 12:25 p.m. on Oct. 19, 2015, for theft by unauthorized taking or transfer after a shoplifting incident at Walmart on Loudon Road allegedly involving about $43 worth of jeans. The officer who arrived to take the report allegedly saw Bamberger take two pairs of jeans from a rack and “place them inside a diaper bag that was resting inside the main section of the cart,” according to a report. She’s due in court on Nov. 23.
Judd D. Spencer, 40, of Cherry Street in Concord, was arrested at 10:12 p.m. on Oct. 11, for criminal mischief. Officers were sent to unit on Cherry Street for a report of a domestic disturbance. A woman alleged that Spencer was intoxicated and had thrown things around the apartment. Earlier in the evening, she left the home with her daughter and when she returned, a number of her belongings were reportedly broken, including a glass picture frame. So went outside and called police. Police entered the home and looked for Spencer but couldn’t find him. After about 30 seconds, the officer observed Spencer standing in the doorway of his bedroom. “Mr. Spencer was drinking from a can of beer,” the officer alleged. “I asked Mr. Spencer to put the beer down and come into the dining room area. Mr. Spencer laughed and continued drinking his beer.” The officer attempted to get Spencer’s side of the story but he allegedly put his head down on the table and wouldn’t tell the officer what happened. Spencer was arrested and held without bail.

Solomon Paluku, 50, of Alice Drive in Concord, received a summons at 4:12 a.m. on Oct. 6, for operating without a valid license and reckless operation after reportedly striking a fire hydrant on Bouton and North Main streets. Paluku reportedly stated that it started to rain and he couldn’t see out of the windshield of his Chevrolet Malibu. He didn’t have a valid license. The officer looked at the car’s windshield wipers and it looked as if they hadn’t even been used since they were cluttered with pine needles.
Jayne M. Dustin, 50, of South Street in Concord, was arrested at 11:59 p.m. on Oct. 5, for driving while intoxicated. An officer was sent to Eastman Street for a domestic incident. When the officer arrived, he spoke with a man who alleged that there was someone yelling outside of his apartment window. The woman, Dustin, was allegedly “very intoxicated.” The man saw the woman’s vehicle parked outside of the Quality Cash Market and blocking part of the roadway. When police arrived, they found Dustin reportedly crying and she allegedly told officers to stay away from her. “I told Dustin that I could not do that, but we could take all the time we needed for her to be ready to talk,” the officer alleged. As the two spoke, the officer realized she had glassy, bloodshot eyes, and smelled like alcohol. She was later taken to Concord Hospital by Concord Fire and Rescue teams. A witness alleged that she saw Dustin driving on Eastman, stopping her car, getting out, getting back in, and then getting out again, and yelling. After taking more statements, the officer went to Concord Hospital and arrested Dustin for DWI.
Christine E. Graves, 28, of Manchester Street in Concord, was arrested at 12:06 a.m. on Oct. 4, for failure to yield and driving after revocation or suspension charge after a traffic stop on Loudon for abruptly accelerating onto Loudon Road and cutting off westbound drivers. The officer scanned the vehicle and found that the driver’s license was revoked on March 9, 2015, for DWI out of Concord District Court. He was stopped and arrested.
Lacey Smock, 36, of Main Street in Ashland, was arrested at 12:15 a.m. on Oct. 3, for disobeying an officer and a warrant after a traffic stop for an illegal U-turn on North Main Street. The officer ran the plate of the Toyota Corolla and found that the owner – Smock – had an active warrant from the Grafton County Sheriff’s Department. The driver reported not having a license and gave a name – Destiny – and information. The officer did more research and found that the name she gave was of a person with blonde hair. Smock also had tattoos on her back. The officer asked the driver to step out of the vehicle but she denied being Smock. She was then asked for a Social Security number but the number she gave neither matched Smock nor the name she gave. After some back and forth, the driver allegedly admitted that she was Smock and she was arrested and held without bail.
Christopher T. Maltais, 52, of Concord Street in Concord, was arrested at 5:19 p.m. on Sept. 6, for simple assault, domestic violence-simple assault, and default or breach of bail conditions. Officers were called to the Sewalls Falls Recreation Area for a domestic incident where a witness alleged that a man slammed a woman’s head into a car. When they arrived, they stopped a vehicle attempting to leave the area. The woman driving was “verbally uncooperative” and claimed she wanted to go home. The officer noted that she had several bruises and a fresh, large open wound on her elbow, with blood running down her arm. The woman told the officer that she fell earlier. The officer noticed a male passenger, later identified as Maltais, who had a small cut on his eyebrow that was scabbed over. When asked about his injury, Maltais allegedly stated “this crazy b---- did this to me,” the officer alleged. When asked what happened to the woman, Maltais allegedly had nothing to say and again claimed the woman was “crazy.” Maltais allegedly smelled like alcohol, slurred his speech, and had bloodshot eyes. They were separated and the woman then told the officer she had attempted to leave earlier but Maltais allegedly pulled on her door which caused a piece of the door to break. She then slapped him in the face in order to get away. Maltais allegedly denied opening the door but when told that the woman stated that he was upset because she was going to leave with his alcohol, he stated he wasn’t going to speak without an attorney. He was arrested and held without bail. A witness alleged that the man “grabbed the female by the back of the head and neck and slammed her head off the side of the vehicle,” according to the report. The woman fended the man off and he later let go and the assaulted ended, she alleged.
