Concord Police Log: Jeep Over a Median Leads to DWI Arrest

Plus, allegedly intoxicated panhandler pees, flee from police, Maine man summoned on driving charge, and couple trade blows on Concord St.

Joshua E. Shephard, 27, of Old Tilton Road in Canterbury, was arrested at 12:45 a.m. on Sept. 28, 2015, for driving while intoxicated, lane control, failure to use required turn signals, and crossing to a median violation. An officer was sent to the area of North Main Street for a report of a white Jeep, with a possibly impaired driver, leaving the South Main Street area. The officer found the Jeep at the Cumberland Farms on North Main Street unoccupied. The driver, later identified as Shephard, reportedly got into the car and left the store without his headlights on until he got onto the street. The officer allegedly saw Shephard make an improper lane change and then drive over white lines, as well as changing lanes without using a signal. Later, the Jeep allegedly went up over the median into the opposite lane of traffic on Bouton Street. At North State Street, the vehicle was pulled over. Shephard allegedly had problems getting his papers together. After field sobriety tests, he was arrested. “While walking him to the cruiser, I could feel him swaying,” The officer alleged. “He was also having trouble walking in a straight line.” Shephard was also allegedly “very argumentative and talked the whole way back” to police headquarters. During processing, he allegedly “argued and complained,” and was also apologetic and starting to cry.

Michele C. McCabe, 53, of Alton Woods Drive in Concord, was arrested at 10:57 a.m. on Sept. 3, for a felony warrant out of the Office of the Attorney General for felony possession of a controlled drug. She’s due in Manchester District Court on Oct. 26.

William D. Crabb, 38, of Dakin Street in Concord, was arrested at 6:10 p.m. on Sept. 1, on a bench warrant. An officer was sent to Dakin Street to serve Crabb with a domestic violence order and while doing so, was told that he had an active warrant for failure to appear in Concord District Court on a suspension of registration charge. He is due in court on Oct. 26.

Elliott S. Dafoe, 31, a homeless now located in Concord, was arrested at 5:37 p.m. on Aug. 29, on a bench warrant and resisting arrest. Officers were sent to Petco for a report of an intoxicated person who was asking people money and reportedly urinated in front of the store. The officers found the man walking by LL Bean and made contact with him. The man was asked for his name and he stated “Sean,” that he didn’t have ID, and was from New Jersey. The officer checked the name but was unable to locate anything. The officer also spoke with an employee about the incident and the urination allegation. The man then reportedly fled the scene but the officer caught up with him behind the building and forced him to the ground. While being walked to a cruiser, a vehicle stopped in the parking lot and a female driver yelled, “Elliott, be good with these guys and they will be good with you,” according to the report. The officer looked at the man and asked him if he was Elliott DaFoe. The man allegedly replied, “Yeah, that’s my name … I should have a warrant.” Dafoe was arrested and held without bail.

Christopher T. Maltais, 52, of Concord Street in Concord, was arrested at 3:25 p.m. on Aug. 29, for simple assault and domestic violence-simple assault. Also receiving a summons was Laura L. Fortin, 46, of Concord Street in Concord, for simple assault and domestic violence-simple assault. Officers were called to the home for a report of a fight in the driveway. When they arrived, they spoke to both parties. Fortin alleged that while speaking on the phone, Maltais was yelling at her and later, struck her. He also allegedly hit her car with a rebar and later, “kept hitting her and that he grabbed her by the neck at one point,” according to the report. Maltais was being treated for a cut on the head but declined EMT treatment. When asked what happened, he reportedly stated that he fell down the stairs. The officer stated that he knew the comment not to be true and Maltais allegedly accused Fortin of hitting him with a piece of metal. Maltais, who reportedly smelled like alcohol, alleged that Fortin cut his arm and assaulted him previously, showing the bruise to the officer. He reportedly admitted to having several shots of vodka earlier in the day. After investigating the incident more and speaking with witnesses, Maltais was arrested and Fortin issued a summons.

Noah W. Elston, 53, of Clarkswoods Road in Lyman, ME, received a summons at 2:15 p.m. on Aug. 29, for driving after revocation or suspension after a traffic stop at CVS on Loudon Road for no left turn.

Giovanni D. Carone, 41, of Knoll Street in Concord, was arrested at 12:46 p.m. on Aug. 29, on a bench warrant for nonappearance in court on a driving after revocation/suspension out of Concord District Court. Officers were sent to the arrest for an unwanted guest, Carone. A check yielded an active warrant. He reportedly told the officer that he and his girlfriend had gotten into an argument and he left to cool off. Carone came back to get some clothes. He was arrested and is due in court on Oct. 19.

Thomas G. Marquis, 35, of Old Dover Road in Concord, was arrested at 12:45 p.m. on Aug. 29, on a bench warrant for driving after revocation or suspension from Aug. 28, 2015. He’s due in court on Oct. 19.

Coty L. Williams, 25, of Main Street in Raymond, was arrested at 8:15 a.m. on Aug. 29, on a felony theft by unauthorized taking or transfer at the Lowes on Fort Eddy Road from October 2013. He was arrested by the Raymond Police Department and is due in court on Oct. 19.

Cassie Clough, 26, of Laurel Street in Concord, was arrested at 1:31 a.m. on Aug. 29, for driving while intoxicated. An officer saw a vehicle make a wide turn onto Centre Street from North Main and followed the vehicle. It turned onto Green Street and was driving through parking spaces as it made the turn. The officer continued to follow and at Fayette Street, it made another unusually wide turn. The officer tried to pull the vehicle over but it reportedly didn’t stop until South State and Monroe streets. The driver, Clough, allegedly smelled like alcohol and had glassy eyes. After field sobriety tests, she was arrested for DWI.
