Concord Police Log: A Spat, Push, and Spit Leads to Arrest
Plus, Winchester man arrested for sticking Walmart items in his pants; Maine couple arrested for trespass at the Tea Garden.

Heather L. O’Rourke, 23, (pictured) of Walker Street in Concord, was arrested at 11:04 p.m. on Jan. 8, on domestic violence and simple assault charges. An officer was sent to a domestic disturbance on Walker Street between a couple that was split up but still living together. The victim stated that while putting their son to bed, he found out that he had some stomach issues. He raised the issue with O’Rourke who, he alleged, “took it the wrong way and thought he was calling her a bad mother.” The two began to argue and he decided to leave because didn’t want to fight. While gathering his things, O’Rourke allegedly continued to yell at him and while trying to walk past her, she allegedly pushed him. The victim decided to “force his way out” and she allegedly grabbed his shirt around the neck area. The man reportedly spit at her, in an attempt to get her to let him go, “but that made it worse,” according to the report. O’Rourke’s new boyfriend then got between them and reportedly pushed him away from her. The new boyfriend reportedly told her to call the police and she did. The victim had scratch marks and redness on his chest. After talking to everyone and hearing allegations about the victim being “mentally abusive” in the past, O’Rourke was arrested. She’s due in court on Feb. 23.
Matthew R. Flanagan, 25, of South Spring Street in Concord, was arrested at 10:20 p.m. on Jan. 22, domestic violence, simple assault, and criminal mischief charges. Officers were sent to a domestic on Randolph Street with a woman asking for assistance because her intoxicated boyfriend was knocking on her door. Officers arrived and found two men yelling at each other with one coming at the officers. “Arrest me, just arrest me,” the man reportedly stated. The man was yelling and swearing but refused to turn around. He was later taken into custoduy. The man, later identified as Flanagan, had previous run-ins with police, according to the reporting officer. At the time, “Flanagan was acting very strangely,” wearing shorts and flip-flops even though it was freezing out. The woman alleged that Flanagan was intoxicated, punched a hole in a wall of the apartment, grabbed her by the throat, and threw her on a bed. Flanagan was asked to leave and did, but then, reportedly came back and banged on the apartment door. He’s due in court on March 2.
Dylan Simms, 18, of Centre Street in Concord, was arrested at 5:42 p.m. on Jan. 22, on unsworn falsification and false report to law enforcement from Jan. 11, 2015, on Centre Street. He’s due in court on March 2.

Shane E. Gallagher, 33, of Manning Hill Road in Winchester, was arrested at 3:23 p.m. on Jan. 22, on willful concealment and resisting arrest or detention. An officer was sent to Walmart on Loudon Road for a man concealing items in his pants. The employee told the officer that he approached Gallagher who allegedly denied taking anything but later, allegedly requested to just “put the items back or pay for them.” The employee then called police. The officer spoke with Gallagher and then gave him a pat down with him allegedly yelling, “Don’t f---ing touch me!” He allegedly walked away from the officer and was taken to the ground. After being cuffed, the officer allegedly found a Black and Decker cordless drill in the waistline of his pants. Other items found on his persons included four DVDs, duct tape, kneepads, and a headlamp. He was held without bail.
William G. Strickland Jr., 55, a homeless man now located in Concord, received a summons at 2:10 p.m. on Jan. 22, for passing of items to or from the occupant of a motor vehicle. He was cited after an officer allegedly saw him step off into the street to take an item, possibly money, from a motorist on Loudon Road and the I-93 off ramp. He’s due in court on Feb. 23.

Debra Siciliano, 47, of Beech Street in Manchester, was arrested at 12:08 p.m. on Jan. 22, for felony theft by unauthorized taking. Officers were sent to the Concord Food Coop for a shoplifter. Employees alleged that Siciliano had tried to remove groceries from the store without paying for them. An officer eyed surveillance video “which clearly showed Siciliano concealing items in her bag that was in a shopping cart,” according to the report. Siciliano was arrested and since she had two previous convictions, the charge was elevated to a felony. She’s due in court on March 2.
Robert Hauenstein, 31, of Cross Country Road in Pembroke, was arrested at 6:03 a.m. on Jan. 22, on a driving after revocation or suspension charge after a traffic stop for speeding on Hall Street (47 mph). Hauenstein’s license was suspended on Oct. 26, 2014, for failure to pay child support, and had a previous conviction in August 2010 in Candia District Court. He’s due in court on March 2.
Teresa Demers, 42, of Pinehurst Street in Concord, received a summons at 6 p.m. on Jan. 21, on a driving after revocation or suspension charge after an accident on North State Street. She’s due in court on Feb. 23.
Michelle N. Jacob, 37, and Peter M. Jacob, of Dirigo Drive in Waterboro, ME, were arrested at 9:03 p.m. on Jan. 20, on a criminal trespass charge. Officers were sent to the Tea Garden Restaurant on North Main Street at about 8:15 p.m. for a customer that may have lost something and was now yelling at employees, and the restaurant requesting that she be removed. Officers arrived and spoke to the couple who were allegedly intoxicated and yelling and other customers about “not tipping the waiter properly,” according to a report and court affidavit. The manager of the restaurant spoke with police and asked to have them removed. Both were advised to leave or they would be charged with criminal trespass. They both stated that they understood and walked to the Holiday Inn where they were staying. A little more than an hour later, officers were called back to the restaurant for a report that the couple had returned and were yelling at people again. They were later arrested.
Jalen Murchison, 18, of Blodgett Street in Manchester, was arrested at 8:46 p.m. on Jan. 20, on a theft by unauthorized taking or transfer charge from Oct. 22, 2014, at the Sunoco on Loudon Road. He’s due in court on March 2.
Lana N. Kauppinen, 44, of South Main Street in Concord, was arrested at 7:49 p.m. on Jan. 20, on a possession of controlled drugs charge. Officers were called to a civil standby so that a man could relinquish firearms to police due to a restraining order. While gathering up some large hunting knives, the officer allegedly found a glass pipe, grinder, and rolling papers in one of the rooms. When asked if the items were the man’s, Kauppinen allegedly said no and admitted the items were hers. She was arrested and is due in court on March 2.
Jason H. Wheeler, 30, of North Avenue in Rockland, MA, was arrested at 1:32 a.m. on Jan. 20, on criminal trespass and resisting arrest or detention charges. Officers were called to The Draft on South Main Street to speak with Wheeler about an accusation that he was assaulted while a bartender was escorting him out of the establishment. “Wheeler appeared to be very angry and was yelling loudly,” the officer alleged, adding that Wheeler stated that he was choked during the process of removal. He reportedly smelled like alcohol and allegedly admitted to having several drinks. Another officer spoke to the bartender who alleged that Wheeler wouldn’t “stop yelling and bothering other customers.” At around 1:10 a.m., he was asked to leave but allegedly refused. Two more times he was asked to leave and allegedly refused. The bartender then escorted him out and Wheeler allegedly turned around and “tried to push his way back in.” Witnesses reportedly backed up the bartender’s version of events and Wheeler was taken into custody. A court affidavit alleged that Wheeler resisted arrest stating, “Don’t touch me,” while walking away. Other officers assisted and he was arrested and held without bail.
Michelle M. Bean, 28, of Canton Circle in Concord, was arrested at 10:20 p.m. on Jan. 16, on a criminal trespass charge at Walmart on Loudon Road on Sept. 7, 2014. She was arrested at home and is due in court on Feb. 23.
