Concord Teen, Facing 11 Child Sexual Abuse Images Charges, Was Investigated In 2022

CONCORD, NH — A local teen, who was previously under investigation for child sexual abuse image possession charges as a juvenile, according to court documents, was arrested earlier this month on distribution charges.

Ian Weber, 19, of Broadway in Concord, was arrested on April 18, on 11 felony distribution of child sexual abuse images charges.

According to a court affidavit, Concord police received two CyberTips via the New Hampshire Internet Crimes Against Children Task Force Data System in late November 2024. The incidents were reported to the National Center for Missing and Exploited Children in July and August 2024 by Kik. Both incidents involved child pornography shared during the early morning hours of two days in July. 2024 The center estimated the IP address for both incidents was in Concord. Kik indicated multiple .jpgs and .mp4 videos were uploaded, a detective wrote.

On Dec. 11, 2024, Judge William Delker granted a search warrant for Comcast, for the IP address in question, Kik, and Google.

The Comcast account was connected to a city resident who lived in the South End, according to a report. A search of the resident by the detective found they were listed as a family member connected to “a previous investigation” in 2022 of child sexual abuse material, an affidavit stated. Weber, a juvenile at the time, was “the suspect” in the case, the detective wrote.

“During the previous investigation,” the detective said, “two devices were seized from Ian.”

At the conclusion of the investigation, both devices were returned to a second family member in May 2023.

The affidavit did not mention the outcome of the investigation.

One of the accounts was connected to Weber via a name and birthdate with an IP address linked to the Rochester Institute of Technology in Henrietta, New York, where he was a student, the report stated. The device was the same Android phone from the 2022 investigation, the detective claimed.

On Jan. 28, Kik provided information about the accounts involved in the media files sent in July 2024 and connected them to the Android cell phone, the report stated.

On March 26, a deputy in Monroe County, New York, obtained a search warrant for Weber’s cell phone and electronic devices in his dorm room. The search warrant also allowed the transfer of information from New York to Concord, the report stated. The detective was also in New York at the time the Weber’s dorm room was searched, they wrote. Two deputies interviewed Weber and the detective accused him of admitting to using “his cell phone to view child pornography, specifically while using the Kik application.”

During an interview with the Concord detective, Weber said he had had the cell phone for about four or five years, it was password-protected, and only he knew the passcode for the device, the affidavit said.

The information extracted by the New York deputies was placed on a hard drive for the detective, the report stated. After returning to Concord, the detective requested another search warrant, which was granted by Judge Mark Howard, to examine the information. The detective said the two Gmail accounts, as well as the Kik accounts, were connected to the cellphone.

Based on the information obtained in the investigation, the detective requested a warrant for Weber’s arrest, accusing him of sharing 10 .jpgs and one .mph4 video on Kik.

“Based on my training and experience with investigating similar types of cases,” they wrote. “I believe that the juveniles in these images and videos are under the age of thirteen (13) years old.”

Weber was held at the Merrimack County Jail pending an arraignment in Concord District Court. A probable cause hearing is booked for May 19 in district court.
