Concord Woman Charged With Stalking Twice In 8 Days

CONCORD, NH — A local woman was arrested twice in a little more than a week after being accused of violating a protective order on Manchester Street. Shayna Joy Kinney, 25, of Manchester Street in Concord, was arrested early in June after police were sent to a manufactured home park on Manchester Street for a report of a domestic violence order violation. When officers arrived, a witness stated that there was a restraining order preventing Kinney from being 300 feet from where a man lived but she had seen her in the area.

A dispatcher advised the officers that the complainant was the protected party's roommate. The protected party was out of town, according to the report.

The woman stated that Kinney had access to a back door of a shed and would go there as well as a "bomb shelter" nearby whenever police were in the area.

Officers went to the shed and found it to be about 10 to 15 yards from the manufactured home of the protected party. Kinney exited the shed and spoke with the officers. She reportedly stated that she thought since the protected party was out of town, she could be in the shed.

Kinney had a copy of the restraining order, issued on May 30, the report stated, and officers also checked to see if it was valid. The order, however, stated that Kinney was barred from being anywhere near the premises unless accompanied by a police officer. She was arrested on June 1, 2019, on a single count of stalking and held without bail.

Five days later, officers were sent to the same location for another resident claiming to have seen Kinney near the home that morning.

"(The woman) advised that Kinney was standing next to a red vehicle and was approximately 25 feet away from the house," an affidavit stated.

The reporting officer used Google Maps to measure the distance between locations and found it to be around 45 feet.

The officers went to speak with the roommate of the protected party again and she also accused Kinney of being outside of the home that morning.

The next day, the officer also spoke with the protected party who stated he had allegedly received a text message from Kinney.

A warrant was issued for her arrest and Kinney was arrested on June 9, on a felony charge.
