Convict Crashing in Concord Apartment Threatens Woman: Report
Police allege that Jean Beaulieu threatened to murder a woman with a mental handicap after she kicked him, another man out of her apartment.

CONCORD, NH — A convict out on parole was placed back in jail earlier this month after allegedly threatening a woman who let him and another parolee crash at her apartment, according to an arrest report and court affidavit. Jean Beaulieu, 45, a homeless man now located in Concord, was arrested at 11:47 a.m. on July 15, 2016, two counts of criminal threatening and default or breach of bail conditions.

On July 11, an officer took a report from a woman who alleged that Beaulieu threatened to kill her, according to a court affidavit.

The woman, who admitted that she had a “mental handicap” and another woman who helps her with her condition, explained to police that she had befriended two men outside of her apartment on Warren Street in June and late in the month, invited them to stay with her. As she learned more about the men though – including that they had just gotten out of jail, past criminal histories, a recent arrest, and other information – she became concerned and called police to have them removed.
Officers went to the apartment on June 30, and reportedly spoke with Beaulieu who agreed to leave the next morning, according to a court affidavit. The other man was not available to speak with police at the time. The woman stated that they left the next day but also left some things behind and returned on July 7, to get the rest of their belongings.

Earlier that day, however, the woman stated she realized that Beaulieu had left his address book and court paperwork at the apartment and called to let him know. She left a message but alleged that Beaulieu immediately began “prank calling her,” pretending to be the other man, and making derogatory comments about her anatomy and hygiene, according to the report. He then called back as himself and acted nice, she alleged.
The victim reportedly told the officer that she spoke to Beaulieu about things he had said to her and then he allegedly threatened to "kill her too" if she reported this information to the police, the officer alleged.
“(The victim) told me," the officer stated, "that Beaulieu also threatened to ‘murder her and smash out the windows of her apartment later tonight.’”
The police won’t believe you, he allegedly told her, because she was “retarded,” and he was “watching her” and knew where she lived, according to the affidavit.
The witness corroborated some of the information including how they all met and allege threats made if they were kicked out of the apartment, according to the affidavit.
The officer eyed the victim’s phone, checked her history, and took down a number. The officer then called the number and reportedly spoke to Beaulieu. He allegedly admitted that she called him about making sure he had the court paperwork but denied threatening her.
“Beaulieu also confirmed many of the other details that (the victim) had provided to me to include the fact that after he got out of jail he befriended (her) and she allowed him to stay in her apartment with her,” according to the officer.
An affidavit was filed the next day.
On July 15, officers were sent to the area of Hampton Street in Hampshire Drive for a report of two suspicious people going door-to-door with one of them carrying a small dog. The caller stated the subjects didn’t leave any pamphlets or anything when they were at her door and it seemed odd.
The officer spoke with Beaulieu and another person who reportedly stated that they were passing out business cards promoting driveway seal coating business in the neighborhood. A check yielded the warrant against Beaulieu and he was arrested.
Since Beaulieu was out on parole, he was held on $3,000 cash bail and arraigned the next day.
According to online reports, Beaulieu has been arrested a number of times, including in Scarborough, ME, in January 2016, for theft by unauthorized taking or transfer (has two priors), violation of probation and parole, and being a fugitive from justice by escape or violation of bail, probation or parole. He was arrested in June in Concord for conspiracy to commit theft by deception.
