Convicted Felon from Bradford Arrested on Drug Dealing, Other Charges
Manchester Police tip Concord cops off to Michael "Chi-Chi" Migliacci allegedly dealing meth. He was arrested near Walmart on Loudon Road.

CONCORD, NH — A convicted felon with numerous warrants was arrested on drug charges recently after local police were tipped off by other investigators that an alleged drug dealer, towing a trailer, might be in Concord, according to a report. Michael Migliacci, 39, of Jones Road in Bradford, was arrested at 12:10 a.m. on Sept. 2, 2016, and charged with possession of a controlled/narcotic drug with intent to distribute and four counts of possession of controlled drugs, all felonies, as well as false report to law enforcement.

At around 11 p.m. on Sept. 11, officers were sent to the Walmart on Loudon Road to assist police from Manchester who were looking for a white man in a maroon SUV who might be in possession of “a large amount” of methamphetamine. The man went by the nickname of “Chi-Chi” and was possibly towing a trailer, according to the affidavit.

The reporting officer found a maroon Oldsmobile Bravada towing a trailer in the parking lot but it was unoccupied, according to a report. An officer made contact with the occupants of the camper parked next to the Oldsmobile and they stated that about 15 minutes before, the vehicle pulled up next to their camper, asking for assistance. When they couldn’t help, the driver left with a blonde woman in a silver sedan which had heavy damage on the front and rear passenger side doors.
After speaking with them, the officer reportedly saw a gray sedan – a Toyota Avalon with damage – pull into the parking lot and head to the area. A woman was driving the vehicle and had a male passenger, too, according to the officer.

“The vehicle quickly changed directions and started toward the rear entrance of the parking lot toward Sheep Davis Road,” the officer alleged.
The officer followed and alleged that as the vehicle came to Sheep Davis Road, it failed to come to a complete stop and rolled through the intersection, and then headed north. The officer pulled the vehicle over and the driver and passenger gave information to the officer. Neither, however, reportedly had identification.
The passenger allegedly gave the officer a fake name ("Hubner"), age, and community location in Massachusetts reportedly had a large knife in his lap and was asked to put it on the dashboard, which he did. The driver “appeared extremely nervous” and was shaking, avoiding eye contact, the officer alleged. She had a valid license, according to dispatch, but nothing came back on “Hubner.” The driver was asked to step out of the car and was asked about the passenger. According to the report, she said he went by the name of “Chi-Chi” and “Mike,” but didn’t know his full name. “Hubner” was asked if anything in the vehicle was his and he reportedly stated, “No,” while the driver reportedly consented to have the officer search the vehicle.
During the search, the report alleged, the officer found “several mini Ziplock bags containing traces of a white/tan powdery substance” under the front passenger seat. Another bag in the rear seat also allegedly contained a plastic bag with a brown substance consistence with heroin, several strips of Suboxone, a white rock substance consistent with methamphetamine, MDMA wrapped in paper, several empty plastic bags, photos of “Hubner” with two young children, and a letter addressed to “Mike.”
The officer spoke with the driver again and she allegedly stated that the bag belonged to “Hubner” and had “no idea what it contained when he brought it into her car,” according to an affidavit. “Hubner,” however, allegedly denied that the bag was his.
The passenger was taken in to custody and brought to headquarters, according to the report. The officer also called Saugus Police in Massachusetts to see if they had information about “Hubner” and they didn’t. The officer also noted that “Hubner” had a money clip with $215 in cash in it and looked older than 25.
After being processed and refusing bail, he was transported to the Merrimack County House of Corrections and while there, his real name – Michael Migliacci – was confirmed by the county, “as they have had prior contacts with him,” according to the report.
Migliacci, the report noted, had several active warrants with numerous agencies and was also a convicted felon. All of the alleged drugs were field tested and were allegedly revealed to be heroin, methamphetamine, and MDMA, according to the report.
